Job summary

Resource Management Concepts, Inc. (RMC) seeks a Program Management Analyst to support NSWC Indian Head Division contracts. You will assist the Program Manager with daily contract execution, data tracking, reporting, and coordination across Government stakeholders and project teams.

The role requires DoD Secret clearance, relevant education or experience, and strong MS Office/MS 365 skills. On-site, full-time position with relocation support and a competitive benefits package.

Qualifications

  • Active DoD Secret clearance required.
  • Associate’s degree +2+ years of relevant experience or High School diploma +4+ years of relevant project/program support experience.
  • Experience supporting program, project, or contract management (DoD/Federal preferred).

Responsibilities

  • Support daily management and execution of IHD contracts.
  • Track contract deliverables, milestones, CDRLs, and reporting deadlines.
  • Maintain program schedules, trackers, staffing rosters, org charts, and documentation.
  • Prepare agendas, meeting materials, minutes, and weekly/monthly status reports.
  • Coordinate onboarding/offboarding, interview scheduling, and personnel changes.
  • Serve as an alternate point of contact for Government customers, CORs, and subcontractors.
  • Respond to customer data calls and urgent requests for information.
  • Support timecard review, invoice documentation, travel tracking, and funding status updates.
  • Maintain contract and program files in accordance with Government records requirements.
  • Develop and maintain SOPs, trackers, dashboards, and workflows using Microsoft 365 tools.
  • Analyze user needs and help define functional requirements for large information systems.
  • Support risk management, configuration management, and process improvement activities.
  • Draft professional correspondence, briefings, decision papers, and cost spreadsheets.

Requirements
  • Active DoD Secret clearance (mandatory; candidates without this clearance cannot be considered).
  • Associate’s degree and 2+ years of relevant experience or High School diploma and 4+ years of relevant project/program support experience.
  • Experience supporting program, project, or contract management (DoD/Federal preferred).
  • Strong skills in Microsoft Office and Microsoft 365 (Excel, Word, PowerPoint, SharePoint, Teams).
  • Experience building trackers, dashboards, and reports.
  • Strong attention to detail and organizational skills; able to manage multiple priorities.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience with DoD information management, acquisition documentation, or open systems concepts.
  • Familiarity with risk management, configuration management, and continuous process improvement.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $100,000 to $115,000 (annually).
