Job summary

RSC2, Inc. in Fort Meade, Maryland is seeking a Program Manager to join our growing team.

You will manage and execute programs in accordance with statutes, regulations, and policy, ensuring an optimal mix of cost, schedule, and performance throughout the life cycle. You will maintain authority for program decisions, coordinate requirements with stakeholders, recruit and train staff, and ensure compliance with contract terms.

Qualifications

  • TS/SCI with Full-Scope Poly is required.
  • Bachelor’s degree in business or technical field.
  • 6 years of relevant experience in business or program management.

Responsibilities

  • Manage and execute programs in accordance with statutes, regulations, policies, and instructions governing program management.
  • Ensure optimal cost, schedule, performance, and system supportability throughout the life cycle of the program.
  • Maintain authority for program decisions affecting baselines and submit reports through acquisition authorities to the Milestone Decision Authority (MDA).
  • Coordinate requirements, solutions, and implementation activities with business/acquisition, technical leads, and stakeholders.
  • Recruit and train program staff (direct and indirect) in a timely manner.
  • Review financial and technical reports prior to release and ensure cross-discipline integration with the contract.
  • Communicate issues and solutions to the higher-level Program Manager in a timely manner.
  • Ensure regulatory and administrative contract compliance; assist higher-level PM with input for statutory reports and QFRs.
  • Prepare ECPs and value engineering proposals; provide input to QA surveillance plan reviews and Award Fee reviews.
  • Allocate resources on the contract and review/approve earned value, ETC, funds, and man-hour expenditure reports.
  • Review risk and mitigation activities and allocate budgets accordingly.
  • Prepare program status reviews and manage management reserve within contractual limits.

  • Work with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor’s effort.
  • Allocate resources (staffing, facilities, and budgets) on the contract.
  • Review and propose the Integrated Program Baseline (or resource loaded schedule) to theappropriate personnel.
  • Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports asappropriate.
  • Review risk and risk mitigation activities andallocatebudgets for the same.
  • Prepare program status reviews and other formal reviews to be presented to thehigher-levelProgram Manager.
  • Review andallocatemanagementreservewithin contractual limits.

Salary at RSC2 isdeterminedbyvarious factorsincluding but not limited to location, theparticular combinationof education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements.The projected compensation range for this position is $110,789to $266,929(annualized USD). The estimate displayedrepresentsthe typical total compensation range for this position.This position is contingent upon contract award and government funding.
