Job summary

Commonwealth of VA Careers is seeking a Program Manager (Community Development and Housing) to lead and oversee housing and community development programs, including the CDBG program, across Virginia. You will supervise staff, manage grants and compliance, and collaborate with local governments, nonprofits, and federal partners to maximize outcomes.

The role emphasizes leadership, program planning, and continuous improvement, with telework eligibility and statewide travel.

Qualifications

• Knowledge of people-management techniques including staff coaching and performance management.
• Strong data collection, management, and analysis with reporting capabilities.
• Ability to prepare technical presentations and deliver complex technical assistance.
• Experience forging strategic partnerships with stakeholders and sponsors.
• Excellent communication and organizational skills with multi-priority management.
• Progressive leadership experience directing and developing professional staff.
• Expertise applying federal, state, and local laws and funding requirements to programs.
• Experience administering large housing/community development grants and contracts.

Responsibilities

• Lead and support the implementation of housing and community development programs (CDBG).
• Supervise and develop staff in a collaborative, accountable team environment.
• Oversee grant administration, budgets, contracts, reporting, and project tracking.
• Interpret regulations and funding requirements to ensure compliant delivery.
• Build partnerships with local governments, nonprofits, and agencies across VA.
• Provide technical assistance and training to grantees and partners.
• Monitor performance and identify improvements to strengthen delivery and outcomes.
• Review program and financial data, prepare reports and executive summaries.
• Develop program guidance, procedures, and policies for consistency and accountability.
• Travel statewide for site visits, training, and stakeholder meetings; valid license required.
