Job summary

Responsibilities

  • Oversee program controls and cost management for Earned Value Management (EVM).
  • Interface with program managers, CAMs, and business managers to provide financial support and analysis.
  • Apply EVM concepts to federal contracts, budgeting, and funding management.
  • Maintain PMB, ensure compliance, and support change management activities.
  • Establish and maintain cost forecasts; assist in variance analysis and EAC.
  • Support month-end close activities to maintain PMB.
  • Analyze and interpret Earned Value metrics.
  • Advise CAMs in variance analysis and status reporting.
  • Participate in Risk & Opportunity Management, IBR, and PMRs.

Job Overview

The Program Financial Analyst I is responsible for reviewing, monitoring, and controlling project data to support internal and external project reporting. This role involves preparing budgets and schedules for contract work, assisting with cost proposals, pricing documentation, and performing cost variance analysis to ensure realistic contract cost and schedule baselines are maintained.

Responsibilities
  • This position is responsible for program controls and cost management activities related to the full implementation of Earned Value Management (EVM).
  • The PFA will interface with the program managers, functional management, cost account managers (CAMs) and business managers to provide financial support and analysis to meet program requirements.
  • Apply Earned Value Management concepts in working with federal government contracts, budget process, and funding management.
  • Establish and maintain program performance management baseline (PMB), ensure compliance, and support change management activities.
  • Establish and maintain cost forecast, validate accuracy, and assist in financial analyses such as variance analysis and quarterly Estimates at Complete (EAC).
  • Support month-end close activities required to maintain an accurate PMB.
  • Analyze and interpret Earned Value metrics.
  • Advise Control Account Managers (CAMs) in performing variance analysis and preparing internal and external status reports.
  • Participate in key program management activities in support of EVM including Risk & Opportunity Management, Corrective Action, Initial Baseline Review (IBR), and Program Management Reviews (PMRs).
Qualifications
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • 0-2 years of experience in financial analysis, project control, or a related field. Relevant experience can be considered as a substitute for the required educational qualifications.
  • In the absence of a degree, a minimum of 4 years of related experience is required.
  • Ability to effectively and clearly communicate program and financial related information.
  • Proficiency in Microsoft Office Suite (Excel, Word and PowerPoint).
  • Demonstrated ability to prioritize and self-manage a multitasked workload in a fast-paced environment.
  • Strong interpersonal skills to communicate effectively with diverse work teams.
  • The ability to obtain and maintain a Secret U.S. Security Clearance is required.
Preferred Qualifications
  • Enthusiasm for the Aerospace and Defense industry.
  • Experience with financial software and Enterprise Resource Planning (ERP) systems such as SAP or Oracle.
  • Knowledge of Earned Value Management.
  • Capability to communicate and present financial data.
  • Advanced Excel proficiency (including pivot tables, Vlookup, and conditional formatting).
Compensation and Benefits

Estimated Starting Salary Range: $64,900.00 - $85,296.00. Compensation varies depending on a wide array of factors, such as candidates' key skills, relevant work experience, and education/training/certifications. The disclosed range estimate may be adjusted for any applicable geographic differential associated with the location at which the position may be filled.

Security Clearance and Citizenship

This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-U.S. citizens may not be eligible to obtain a security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants.
