Job description

OEPR's work focuses on promoting and protecting public health through emergency preparedness and response. It recognizes that social inequities negatively impact efforts to maintain and improve NYC's health during and after disasters. OEPR aims to apply a social justice and racial equity lens to its work, aligning employees' efforts with these goals to combat systemic injustices and achieve equitable post-disaster health outcomes.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  1. Lead strategic evaluation planning, conduct, and reporting to assess the success of the Hospital Preparedness Program (HPP) for the NYC Health Care Coalition (NYC HCC).
  2. Develop strategies and improve program management through evidence-based practices, standardization of documentation and training, and support tools for program managers.
  3. Assess the capacity and capabilities of HCCs by consulting with leadership and program managers, using results to inform updates and improvements.
  4. Lead program implementation and quality improvement efforts, including designing standardized tools and processes, providing technical assistance, and evaluating efforts.
  5. Coordinate with the division to integrate grant requirements, develop performance measures, and ensure timely reporting.
  6. Support evaluation of annual strategic goals and division-wide workforce initiatives to measure effectiveness and identify development needs.
  7. Respond to public health emergencies in a leadership role, which may require 24-hour availability.
PREFERRED SKILLS:
  • Completion of FEMA IS-100, 200, 700, and 800 courses.
  • Minimum of 5 years of experience in public health, program evaluation, or management.
  • Ability to manage multi-faceted projects with various stakeholders.
  • Comfort working with staff and leadership at all levels.
  • Excellent communication, interpersonal, analytical, research, problem-solving, multitasking, and organizational skills.
  • Ability to prioritize in a fast-paced environment with deadlines.
  • Proficiency in Microsoft Word, Excel, Outlook, Teams, and PowerPoint.

City Research Scientist - 21744
Minimum Qualifications
  1. For Level I: Master's degree in an appropriate physical, biological, environmental science, or public health field.
  2. For Level II and above: Doctorate with specialization in a relevant field and one year of supervisory or research experience, or a master's with three years of relevant experience, or equivalent education/experience with at least two years of research experience. Two years as a City Research Scientist Level I can substitute for some experience.

Note: Appointments are subject to a one-year probationary period.

Additional Information
