Job description

NYC Department of Health and Mental Hygiene (NYCDOHMH)'s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response. OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.


DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  1. Identify and prioritize OEPR and emergency response healthcare and community readiness technology needs.
  2. Plan and serve as the program lead for project initiation to completion. This includes leading or serving as part of a team to define business requirements.
  3. Develop, administer and work with DIT to establish projects by defining and identifying resource needs, ensuring the appropriate program staff provide information and meet deadlines, coordinating necessary application testing, drills, User Acceptance Testing and on-going trainings and maintenance.
  4. Liaise with DIT and represent OEPR at meetings and coordinate agenda materials by implementing public health and healthcare community strategies with regards to public health emergency preparedness, response and readiness.
  5. Coordinate technical discussions with third party vendors as needed, in partnership with DIT.
  6. Conduct research on the use of technology for emergency response operations across healthcare and community readiness initiatives.
  7. Provide effective programmatic project management for new and existing OEPR technology projects to ensure appropriate project management practices are followed throughout the project lifecycle.
  8. Assist Division staff with navigating technology solutions to support their program requirements.
  9. Engage in proactive capacity planning, including evaluating or participating in the review of new technology solutions to ensure OEPR's technology is scalable, extensible, and supportable for the future both for daily work and emergency response.
  10. Support emergency response by ensuring applications are prepared for surge capacity use and work with vendors and/or stakeholders to adjust based on the needs of the incident.
  11. In partnership with DIT, assess the technology needs for emergency planning and response.

PREFERRED SKILLS:
  1. Strong technical project management skills, with deep understanding of the IT development project lifecycle.
  2. Strong business analysis and documentation skills.
  3. Strong verbal and written communications skills – able to communicate equally with technical and non-technical stakeholders to assure common understanding of goals and priorities.
  4. Strong technical understanding of technology platforms such as: Microsoft Teams, CRMs such as Salesforce, Mapping and data visualization (e.g., ESRI, Tableau), Data storage, integration and analytics and other messaging tools/protocols, custom application development models, identity management and application security.
  5. Experience with emergency management applications, open data and social media data as data sources for analytics and research, understanding of HIPAA and other security/privacy rules and understanding of multiplatform architectures and solutions.

Special Note:

Public Health Emergency Preparedness Specialists (HMH) will be required to work during public health emergency activations, drills and/or trainings.


Qualification Requirements
  1. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
  2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
  3. A satisfactory equivalent combination of education and experience. However, all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
