Job summary

Easterseals Maine, an affiliate of The Fedcap Group, seeks a Program Director (Veteran Outreach) to lead Veterans Forward - Maine IVTP across the state. You will supervise two Veteran Outreach & Employment Specialists and a Data/QA Analyst, while managing caseloads and ensuring quality program delivery.

Responsibilities include program operations, staff supervision, grant compliance, and data integrity, with travel statewide and collaboration with correctional facilities and community partners.

Qualifications

• High school diploma or GED required; experience in workforce development or veteran services preferred.
• Strong ability to engage participants facing barriers; maintain documentation and confidentiality.
• Valid driver's license with ability to travel statewide, including correctional facilities.
• Bachelor's degree in human services, workforce development, criminal justice, social services, or related field preferred.

Responsibilities

• Lead program operations and supervise staff to deliver Veterans Forward - Maine IVTP services.
• Ensure services align with US DOL-VETS SOW and reporting requirements.
• Coordinate partnerships with CareerCenters, VA/VJO, and employer partners.
• Oversee grant performance, data quality, and fiscal coordination; ensure compliance.

Location: 220 Main Mall Road, Suite 200, South Portland, ME 04106 ( frequent travel required )

Reports to: Director of Military and Veteran Services

Compensation: $65,000 - $69,000/yr

Position Summary

As Program Director for Easterseals Maine, you will lead the implementation and operation of Veterans Forward - Maine IVTP, a statewide employment-focused re-entry program serving eligible incarcerated and formerly incarcerated veterans. The position is responsible for program operations, staff supervision, performance management, grant compliance, partner coordination, data quality, and continuous quality improvement across the pre-release-to-post-release service continuum.

You will supervise two (2) Veteran Outreach & Employment Specialists and is supported by one (1) Data and Quality Analyst. Additionally, you will carry a caseload as operationally necessary. Therefore, you will need to be competent to fulfill all duties of an Employment Specialist. You will ensure that services are delivered consistently with the approved US DOL-VETS Statement of Work, VGRS reporting requirements, Easterseals Maine policies, and correctional facility access and safety requirements.

The Program Director is supervised by the Director of Military and Veteran Services.

Key Responsibilities

Education & Experience

• - High school diploma or GED (required) Minimum five (5) years of experience in workforce development, veteran services, corrections/reentry, case management, employment services, peer support, community outreach, or a related field. (required)
• - Strong ability to engage participants facing multiple barriers and maintain professional boundaries, confidentiality, and accurate documentation. (required)
• - Valid driver's license, reliable transportation, and ability to travel statewide, including correctional facilities. (required).
• - Veteran of the United States Armed Forces or National Guard. Associate or bachelor's degree in human services, workforce development, criminal justice, social services, or a related field preferred.
• - Experience working with justice-involved veterans or people returning from correctional settings.
• - Experience with Maine CareerCenters/JVSG, VA/VJO, SSVF, housing programs, apprenticeship, or employer development.
• - Experience using case-management and workforce reporting systems.
• - Training in military cultural competency, crisis response, suicide prevention, and Mental Health First Aid.

• - Assign Employment Specialists to various facilities and in the community for services.

Knowledge, Skills & Abilities

• - Ability to work independently in carceral institutional and community settings. Veteran and military culture; reentry and employment barriers; career coaching; job development and employer engagement; supportive-service coordination; documentation and case management; motivational engagement; public speaking/group facilitation.
• - Technology use skills including Microsoft Office Suite, case-management systems, desktop, laptop, mobile devices.
• - Regular travel to correctional facilities, Veterans Forward service sites, CareerCenters, partner agencies, employer locations, hiring events, and participant appointments statewide.
• - Reliable transportation and regular statewide travel is required ( Mileage reimbursement is provided for work-related travel from assigned work locations ). Ability to comply with correctional-facility security, access, dress, conduct, and scheduling requirements.
• - Occasional evening or weekend work may be required.
