Job description

Job Overview:

The State Energy Program Director will be responsible for designing, launching, and delivering a state HOMES and HEEHRA program. The director will develop an internal team and collaborate with a wide array of partners and stakeholders. This role will be located in the Austin, TX area.

We work proactively with clients to define and implement strategies that deliver high-impact outcomes, exceeding expectations and meeting the needs of government, utility, and commercial clients.

This position requires making high-level, impactful decisions, providing strategic guidance, and supporting the resolution of barriers through innovative solutions. The role involves leading staff, serving as the main client contact, and collaborating to define and implement strategies that align with Department of Energy and state program requirements, aiming to exceed expectations and drive market transformation.

Key Responsibilities/Accountabilities:

  1. Act as the primary liaison among clients, program staff, stakeholders, and management to ensure a collaborative and efficient environment.
  2. Engage with APTIM Federal SMEs for guidance on federal contracting and standards.
  3. Manage two related, complex programs, strategies, and budgets to optimize benefits, minimize risks, and control outcomes.
  4. Continuously improve strategies, designs, and operations to meet or exceed KPIs such as customer satisfaction, energy savings, and cost-effectiveness.
  5. Ensure all work is performed safely, ethically, within budget, on schedule, and with high quality.
  6. Prepare effective communications (memos, presentations, analyses) to support policy changes and key decisions.
  7. Maintain communication with leadership, escalating issues as needed and bringing insights and resources to the team.
  8. Analyze contractual and financial performance and implement improvements.
  9. Provide leadership and support in industry and stakeholder groups.
  10. Stay informed of DOE guidelines and developments for program compliance and success.
  11. Monitor economic, policy, and technological changes related to energy efficiency locally and nationally.
  12. Identify and capitalize on new opportunities to enhance programs and services.
  13. Allocate and manage staff and resources to meet objectives, seeking operational improvements.
  14. Lead internal teams, subcontractors, and consultants.
  15. Manage employee performance through goal setting, assessment, and coaching.
  16. Other duties as assigned.
  17. Ensure compliance with all safety, quality, and OSHA policies.

Basic Qualifications:

  • Bachelor's degree in Business, Engineering, Environmental Studies, or related fields, or equivalent experience.
  • 6+ years of experience in Energy Efficiency, Management, Sustainability, or Program Management.
  • Leadership experience managing a program team.
  • Experience managing large, complex program budgets and P&L.
  • Ability to lead diverse teams and foster a collaborative culture.
  • Knowledge of the energy efficiency industry landscape.
  • Skills in defining and managing internal processes, controls, contracting, and compliance.
  • Ability to develop and execute strategic visions into actionable tactics.
  • Executive-level communication and presentation skills.
  • Contract negotiation experience.
  • Proficiency in Microsoft Office Suite.
  • Ability to proactively manage risks and issues.
  • Financial management and reporting experience.
  • Experience managing multi-million-dollar programs.

Desired/Preferred Qualifications:

  • Knowledge of Microsoft Dynamics and Power BI.
  • Experience working with stakeholders across government, utilities, and nonprofits.
  • CEM, PMP, or similar certification preferred.

Current pay range: $140K-$170K, depending on experience, education, skills, location, and market factors.
