General Description

The purpose of this job is to provide administrative supervision of assigned program.? Responsibilities include program(s) implementation, management, supervision and enforcement of policies and procedures that enable consumers to receive appropriate services as needed. Is responsible for operational decisions involving clinical services and processes; program outcomes; organizational linkages with local and state veterans service providers and other community stakeholders. Manages the productivity and quality of service provided. Participation in the development and enhancement of the services provided.


This class works independently, under limited supervision, reporting major activities through periodic meetings.


Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.



  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Provides administrative supervision to Program Staff to manage day-to-day progress with services provided.

  • Ensures regulatory documentation via monthly compliance audits.

  • Responsible for the implementation and oversight on operations, budget, marketing,business, regulatory, clinical, and patient experience goals under their supervision

  • Assists in the development and submission of grants and other funding sources.

  • Ensures facility is functional, maintained, and in compliance with safety regulations.

  • Assists with data collection for grant reporting.

  • Actively participates in senior level center-wide and divisional goal/objective setting. Coordinates two-way communications of plans and monitors reports outlining goal/objectives achievement.

  • Assist in recruiting, retaining, and organizing the services provided by Military and Veteran Services department partners to include educational institutions, social services agencies and other veteran organizations.

  • Assist in coordinating meetings and educating volunteers about community-based briefings regarding veterans' services as identified are needed for community relationships and stakeholder interactions.

  • Initiate, enhance, or expand efforts to identify and engage military service members and families in Military and Veteran Services department activities.

  • Assist in initiating, enhancing and expanding services for veterans throughout the region by maintaining collaborative relationships with military and civilian agencies as appropriate.

  • Maintains divisional functions at compliance level with applicable standards originating from Center (Business, Records, and Personnel) and the State (HHSC, DSHS, CMS, TVC) and the Federal Level (HUD Standards).

  • Develops job descriptions and standards of performance for each supervisee. Ensure that all employee performance standards are met.

  • Meets regularly with supervisees and maintains outlines of meeting topics.

  • Maintains and ensures confidentiality and privacy of division and consumers per Protected Health Information Standards and Federal Law.

  • Submits requested data and reports by the target date established in conjunction with the Chief Clinical Officer and Chief of Restorative Care.

  • Participates in the design of unit services and training.

  • Provide monitoring and oversight into all Quality Assurance measures.

  • Provide leadership and development opportunities for staff.

  • Works with other divisions to ensure a seamless delivery of services.

  • Performs other duties as assigned.


Minimum Education and Experience Requirements

Requires a Bachelor's? Degree (Master's degree preferred) in Behavioral Health, Business, Nursing, or Management field supplemented by?three (3) years of professional experience of which two (2) years in supervisory?position; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.


Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.


Position prefers military experience or personal life experience as a dependent (any dependent status) to assist with cultural competency when programming updates and changes occur, as well as engaging with clients, their families, and civilian stakeholders and military personnel.


Required Knowledge and Abilities

Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.


Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses


  • Must be able to obtain entry to Ft. Bliss military installment.

  • Must possess and maintain a valid state Driver's License with an acceptable driving record.

  • Must be able to pass a TB, criminal background and drug screen.
