Job Description
The Program Director of Fire & Rescue Training is a full-time, 12-month position located primarily on the OCH Campus in Monroe, NC. Under the direction of the Dean of Public Safety, the Program Director of Fire & Rescue Training provides academic leadership to students and instructors in the Fire & Rescue training program. This individual maintains a climate of open communication, collegiality, and teamwork within the Fire & Rescue programs, and actively supports the professional growth and development of the Fire & Rescue instructors. The Program Director of Fire & Rescue Training ensures the availability of quality learning opportunities for students and is the first line of support for student complaints and grievances. The Program Director of Fire & Rescue Training has responsibility for curriculum development, instructor assignment, course scheduling, program review, student learning outcomes assessment, and student advising. In addition to instructional responsibilities, the Program Director of Fire & Rescue Training has supervisory and administrative authority over the full time and adjunct instructors in the Fire & Rescue programs. The Program Director of Fire & Rescue Training is responsible for the development, planning, scheduling, administration and monitoring of all certification and non-certification Fire & Rescue courses in accordance with guidelines from the North Carolina Office of Emergency Medical Services ( NCOEMS ). The Program Director of Fire & Rescue Training is also responsible for coordinating training with local fire and EMS agencies in Union and Anson Counties.

Position Expectations
- Act as chief advocate for the programs and present a positive image of the school and the college to both internal and external customers
- Responsible for planning, organizing and directing the instructional delivery of assigned program areas consistent with the goals, policies, and procedures of the College, and OSFM
- Supervise instructors and the instruction of fire, rescue, and emergency management, and EMS classes
- Willingness to learn the NC Fire and Rescue Commission certification system, Delivery Agency responsibilities, and instructor qualification requirements.
- Collaborate with advisory boards to ensure currency of program offerings
- Conduct program demand-gap analysis using labor market data to identify needs and opportunities for program growth
- Evaluate program offerings to align with labor market needs
- Participate in periodic program reviews, conduct research and surveys, and prepare updates, reports, and plans
- Develop recruiting and marketing plans for the program in consultation with the Dean of Public Safety and the marketing/communications department
- Participate in student recruitment, retention, advising, and registration activities
- Supervise and evaluate faculty and staff in the department
- Recruit, orient, and mentor adjunct and full-time faculty
- Maintain a roster of qualified adjunct faculty for the program
- Participate in developing recommendations for the school budget, including forecasting anticipated budgetary needs for staffing, equipment, and supplies; monitoring school expenditures.
Curriculum and Teaching
- Promote quality in learning and instruction by using student-centered principles in leadership, management, hiring, scheduling, evaluation, and professional development.
- Actively support pedagogical innovation in seated and distance instruction; encourage the use of technology within the learning environment.
- Coordinate the development of a student-centered course schedule, ensuring appropriate availability and sequencing of existing courses.
- Provide leadership in program review and student learning outcomes assessment. Annually update and assess program improvement plans.
- Coordinate the development, implementation, and evaluation of new courses, ensuring appropriate availability and sequencing of new courses.
- Accept teaching assignments, based on the needs of the college, at one or more of the following locations: L.L. Polk campus (Polkton), Old Charlotte Highway campus (Monroe), or in community locations (Anson and/or Union counties)
- Exhibit an uncompromising commitment to SPCC as a learning-centered college through the College’s mission, vision, values, core skills and learning outcomes, and delivery of instruction and services
- Actively participate in school and college committees and activities, and school or college-related community activities and events.
- Actively participate in student recruitment and retention activities, admissions, advising, and registration activities.
- Actively participate in grant prospecting, authoring, editing, evaluation, and reporting.
- Maintain current licensure, certification, or other professional credentials required for the position
- Perform other duties as assigned by the Dean of Public Safety and the Vice President of Career and Workforce Development.
Required Qualifications
- Associates degree in any field from an accredited institution.
- Completion of NC OSFM Program Director Training within six (6) months of hire.
- 10 years of experience in the Fire Service
- Three years of administrative or supervisory experience
- Three years of documented teaching experience
- Experience in teaching in the NC Community College System in both online and in person classes.
- Ability to communicate effectively both orally and in writing
- Experience with online instruction via a course management system such as Canvas
- Working knowledge/utilization of word processing, spreadsheet, and presentation software applications
Preferred Qualifications
- Bachelor’s Degree or higher in fire science, emergency management, public administration, education, or related field.
- North Carolina Chief 101
- Experience with national, regional, and state accreditations, such as SACSCOC and NCOSFM
- Proven ability to manage and motivate professionals as a cohesive team
- Experience in assisting, supervising, and evaluating instructors
- Experience in assessment of educational programs in higher education
- Evidence of a career that includes a strong work ethic with a proven track record of project completion, multi-tasking, and the ability to handle high-pressure environments
