Qualifications

  • Education: Master’s Degree in Social Work or Public Administration.
  • Experience: 8+ years with 5+ years supervisory/managerial experience in social work, human services, program administration, and facilities management.

JOB SUMMARY

The Program Director administers a permanent affordable supportive housing program under CHI’s master lease consisting of 81 subsidized apartments within a 116-unit multi-dwelling complex. The Director manages a team of 3 Case Managers and 1 Property Manager who provide supportive case management and housing stability services to tenants of the subsidized units. The Director oversees property management of same units, including rent collection, maintenance, and repairs. The Director ensures all required documentation and reporting are submitted correctly and on schedule to CHI, government agencies, funders, and other oversight agencies. The Program Director is a member of the CHI Leadership Team and a champion of CHI’s Strategic Direction.

Pay: $80,000-90,000 annual salary.

FLSA: Exempt. Not eligible for overtime.

Schedule: Monday-Friday 9am-5pm. This is an on-call position must have 24/7 availability.

Location: Bronx, NY.

JOB-RELATED DUTIES – ESSENTIAL FUNCTIONS

These duties are essential and specific to the successful implementation of this position.

TENANT SERVICES
  • Ensure tenants receive quality and appropriate services per organizational principles and program requirements.
  • Ensure DHS tenant referrals are eligible and certified for the program.
  • Ensure Case Management team executes tenant services properly and on schedule including intakes and assessments, case management sessions, service coordination and advocacy, housing stability and independent living workshops, and eviction prevention.
  • Develop and implement tenant support programs such as Workforce Development, Financial Literacy, and other services to enhance independent living.
  • Develop and maintain a resource network, inclusive of formal and informal partnerships and service agreements, of external providers and organizations that offer support and direct services to tenants.
PROGRAM MANAGEMENT
  • Ensure compliance with funding contracts, partnership and service agreements, and all applicable city, state, and federal laws, rules and regulations. Complete corrective action plans as needed.
  • Ensure program and contractual deliverables are met. Evaluate program performance and productivity outcomes and develop enhancement strategies for underperforming areas. Ensure CHI program KPIs are aligned with metrics and deliverables.
  • Update and maintain Policy and Procedure manuals in compliance with DHS contract, CHI policies, and the Master Lease. Disseminate and enforce policies and procedures to all program and property management staff.
  • Assist with procurement and contract administration activities by ensuring accurate scopes of work and program deliverables for the site.
  • Submit program reports correctly and on schedule to CHI, DHS, and oversight agencies.
  • Ensure proper and timely follow-up for incidents reporting to DHS and CHI.
  • Ensure staff are properly trained and certified per OTDA and DHS rules, including one-time and recurring trainings and certifications.
  • Ensure site staff adheres to CHI code of conduct and abide by contractual, city, state, and federal rules and regulations.
PROPERTY MANAGEMENT
  • Ensure rent collection rates meet or surpass CHI performance standards. Develop rent collection strategies to maximize collection rate, minimize late payments, and avoid eviction.
  • Monitor rent arrears collection to ensure timely collection and enforcement and compliance with rent collection policies.
  • Ensure essential services including heat, hot water, electric and plumbing are operational; and apartment repairs and maintenance are performed timely.
  • Ensure facility is code compliant with HPD, DOB, DHS, DOHMH, and OTDA.
  • Ensure a safe, clean, and healthy residential environment for residents; and a safe, clean, and productive environment for staff.
  • Ensure facility maintenance practices meets COVID standards and are consistent with OTDA, DHS, DOHMH, and US OMH guidelines.
SUPERVISION and GENERAL DUTIES
  • Directly supervise Case Managers andProperty Manager.
  • Troubleshoot difficult resident cases; intervene and directly assist in special needs cases.
  • Document interactions and communications with and on behalf of residents in CARES, CAPS and AWARDS.
  • Perform other duties as assigned by Vice President, Chief Housing Officer or Chief Executive Officer.
Qualifications

What do I need to apply?

  • Education: Master’s Degree in Social Work or Public Administration.
  • Experience: Combination of eight (8) years of experience plus five (5) years of supervisory and managerial experience in social work or human services, program administration, and facilities management. Experience with immigrants and immigration issues prioritized.
  • Communication: Professional and impeccable verbal and written communication skills.
  • Computer skills: Professional and expert competency in MS Word, Excel, Outlook and the internet. Experience with, CAPS and AWARDS prioritized.
  • Math Skills: Ability to develop and manage program budgets.
  • Physical Performance: Ability to make unit visits (walk distances, climb stairs, etc.)
  • Reasoning Ability: Ability to prioritize, make appropriate decisions and judgment calls
  • Extensive experience working with homeless and/or formerly homeless individuals and families.
  • Extensive experience managing and developing complex programs, and performance management and improvement.
  • Extensive experience with contract administration and compliance management.
  • Strong negotiation and collaboration skills with government entities, funders, community leaders, and businesses. Ability to build and sustain partnerships with external service providers and community-based organizations.
  • Ability to work independently and as part of a team. Ability to build and lead a team.
  • Must be highly organized and attentive to details, be willing to assume responsibility, work well under pressure, meet deadlines, multi-task, and be flexible.
