Job description

The work involves responsibility for planning, coordinating and implementing a specialized public health program to provide services to the public or a designated group of the public as defined by the goals and priorities of the program. This is a broad classification to designate all positions within the Onondaga County Health Department which have responsibility for program development, coordination and management, inclusive of duties involving health and human service provision, community relations and networking, educational promotion, media development, program outreach, funding, budget forecasting and planning, tracking and targeting populations, statistics, recruitment and training of staff, etc. Independence and initiative are exercised by the employee in this class, within the guidelines of the policies and procedures established by the Commissioner of Health and the New York State Department of Health. Supervision is received from an administrative superior who reviews work through conferences and meetings. Supervision may be exercised over a number of employees, which may include professional, paraprofessional or clerical staff, depending on the size and nature of the program and the funding sources and levels. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. TYPICAL WORK ACTIVITIES
  1. Directs and coordinates a public health program developed to provide health and related human services to the general population, a high-risk segment of the population, or other designated segment of the population.
  2. Coordinates the educational and medical components of the program in the Health Department.
  3. Assists in the development of media campaigns to publicize the program and its services; may assist public health education staff in media relations.
  4. Designs program services and seeks to provide these to the community or targeted population to improve health care, public health educational services and disease control.
  5. Coordinates the provision of services with other Health Department staff, other community and human service agencies, health and medical providers, and public and private community organizations.
  6. Coordinates and networks with other public and private health and human service providers to develop strategies and establish objectives to ensure health goals of the program are met on a cooperative basis.
  7. Assists in preparing grant or other funding requests; seeks out additional funding sources; may assist other agencies in applying for funds to provide program services.
  8. Assists with program budget preparation, forecasting, maintenance and purchasing; may project needs, growth, etc.
  9. Compiles community-wide data through epidemiological review of statistical sources for targeted high-risk populations; collates data and prepares reports as needed.
  10. Attends and participates in meetings and conferences on public health issues.
  11. Participates in public health preparedness activities as trained and assigned.
  12. Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  1. Good knowledge of the principles and practices of public health program administration.
  2. Good knowledge of the current public health issues, problems, and concerns existing in the community.
  3. Good knowledge of agency program operations, goals and objectives.
  4. Good knowledge of community health and related human and social services organizations.
  5. Working knowledge of the principles and techniques of supervision.
  6. Working knowledge of epidemiology and disease control measures.
  7. Ability to plan, implement and manage a public health program.
  8. Ability to participate in the preparation of educational and promotional material.
  9. Ability to evaluate the program, its efficiency and effectiveness and to document same.
  10. Ability to coordinate public health services and related services among a variety of service providers.
  11. Ability to address groups on the purpose and objectives of the program.
  12. Ability to express oneself both orally and in writing.
MINIMUM QUALIFICATIONS
  1. A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree or higher in a health related field and two (2) years of professional level work experience, or its part time equivalent, in planning, implementing, organizing, overseeing or administering a community service, human service, or health program; or,
  2. B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with any Bachelor’s Degree and two (2) years of professional level work experience, or its part time equivalent, in planning, implementing, organizing, overseeing or administering a health program.

NOTE: Completion of a master's degree in health education, public health, health promotion, nursing, public health administration, or a closely related health field or public administration may be substituted for one (1) year of work experience.
