  • Track funding at contract/task/project levels (labor, travel, materials, ODCs, subcontractors).
  • Monitor budgets, actuals, and burn rates; flag funding risks to leadership.
  • Create/maintain Unanet data, budgets, IWAs, and charge codes.
  • Prepare budgets, forecasts, reports, and cost proposals as required.
  • Review timesheets, LCuts, and charging accuracy for contractual compliance.
  • Produce recurring project reports and support project setup, modifications, and closeouts.

Job description

Systems Technology & Research, Inc. (STaR) is seeking a Project Control Analyst to support our Corporate Headquarters in Huntsville, AL. The Project Control Analyst will play a key role in managing the day-to-day financial and project control activities associated with Government contracts. Working closely with Program Management, Contracts, Accounting, Billing, Payroll, Subcontracts, and Finance, this position is responsible for maintaining accurate project setup, funding, labor assignments, budgets, financial reporting, and invoicing. The Analyst will help ensure projects remain financially compliant, properly funded, and aligned with contractual and internal requirements. The ideal candidate is highly detail-oriented, analytical, and organized, with the ability to manage multiple projects and competing priorities in a fast-paced environment. This individual should be proactive in identifying and resolving funding, labor charging, project set-up, and financial discrepancies while providing accurate and timely support to project teams and leadership.

Duties and Responsibilities

  • Track Government funding at the contract, task order, project, and CLIN/SLIN levels, including labor, travel, materials, Other Direct Costs, and subcontractor costs.
  • Monitor budgets, actuals, remaining hours, burn rates, and projected depletion dates; communicate funding or performance risks to Program Management and leadership.
  • Create and maintain Unanet project data, including charge codes, People Assignments, labor categories (LCATs), bill rates, periods of performance, and budgeted hours.
  • Prepare and maintain project budgets, forecasts, burn-rate projections, funding reports, cost reports, and other internal or contractually required deliverables.
  • Prepare, issue, and maintain employee Individual Work Authorizations (IWAs) to ensure authorized projects, LCATs, periods of performance, and hours are accurately documented.
  • Prepare and coordinate funding, labor, and hours realignment requests and update budgets, People Assignments, IWAs, and project records upon approval.
  • Ensure LCATs, rates, IWAs, People Assignments, and employee charging are accurate and consistent with contractual requirements.
  • Prepare and distribute recurring project reports, including Project Status Reports (PSRs), labor and non-labor reports, funding reports, and other management reports.
  • Assist with ROMs, estimates, cost proposals, labor projections, pricing, and other financial analyses, as required.
  • Maintain accurate project control records and supporting documentation for funding, assignments, LCAT verifications, realignments, invoicing, and other project actions.
  • Perform LCAT verifications and resume reviews to confirm employees and subcontractor personnel meet contractual education, experience, certification, and other qualification requirements.
  • Review timesheets and labor reports to identify incorrect charge codes, LCATs, rates, assignment gaps, or other discrepancies and coordinate required corrections.
  • Analyze budget-to-actual performance, funding status, remaining hours, revenue, expenses, and other project performance metrics.
  • Review prime and subcontractor invoices for accuracy against funding, rates, hours, costs, and contractual requirements.
  • Review employee expense reports for appropriate charging, supporting documentation, funding availability, and compliance with company and contract requirements.
  • Process and track employee travel requests and associated costs in accordance with contract requirements, company procedures, the FAR, and applicable Joint Travel Regulations (JTR).
  • Support new project/task setup, contract modifications, funding actions, staffing changes, and project closeouts.
  • Perform other project control and contract administration duties as assigned.

Qualifications and Experience

  • Bachelor's degree in Business Administration, Contract Management, or a related field with 5–8 years of relevant Project Control, Program Finance, or Government contracting experience.
  • Experience supporting multiple Government contract types, including CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQ, and Task Order contracts.
  • Unanet experience is preferred.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR) and Joint Travel Regulations (JTR).
  • Experience reviewing LCAT requirements and personnel resumes/qualifications against contractual requirements.
  • Strong analytical and problem-solving skills with attention to detail and the ability to identify and resolve discrepancies.
  • Strong verbal and written communication and organizational skills.
  • Proficiency in Microsoft Office, with strong Excel skills.
  • Experience with ROMs, cost proposals, pricing, EACs, or funding realignments is a plus.
  • Active DoD SECRET security clearance or the ability to obtain and maintain one.
