Job summary

Everforth ECS Federal is seeking a Program Control Analyst to provide financial and programmatic support to federal clients. The role requires budgeting, forecasting, EAC development, and variance analysis within a government contracting environment.

The candidate will prepare monthly financial reports, monitor funding and burn rates, develop WBS structures, and coordinate with program managers to ensure accurate reporting. Public trust clearance and 2–4+ years of experience are expected.

Qualifications

  • U.S. citizenship and ability to obtain public trust clearance.
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
  • 2–4+ years in program or project control, financial analysis, or related field in government contracting.
  • Proficiency with financial management systems (Deltek Costpoint, Oracle).
  • Strong Excel and MS Office skills; excellent communication and organization.

Responsibilities

  • Lead budgeting, forecasting, EAC development, and variance analysis.
  • Prepare monthly financial reports with cost and schedule metrics.
  • Monitor funding, burn rates, and recommend corrective actions.
  • Develop WBS and charge number structures.
  • Coordinate with program/project managers to ensure accurate financial tracking.
  • Review contract deliverables including CDRLs and financial exhibits.
  • Support proposals including BOE, pricing, and cost volumes.
  • Analyze subcontractor costs and ensure contract compliance.
  • Identify financial risks/opportunities and communicate to leadership.
  • Ensure compliance with FAR/DFAR and company policies; mentor junior analysts.

Everforth ECS Federal is seeking a Program Control Analyst candidate to work in a hybrid remote/onsite capacity, with minimum of 3 business days onsite at our Fairfax, VA corporate office and/or our Ashburn, VA customer site.

Note: This position is contingent upon contract award.

Position Overview

Everforth ECS Federal is seeking a Program Control Analyst to join our team and provide comprehensive financial and programmatic support to our federal government clients. The ideal candidate will have well rounded experience in program control functions, including budgeting, forecasting, financial analysis, and performance reporting within a government contracting environment.

Responsibilities
  • Lead program control activities including budgeting, forecasting, Estimate at Completion (EAC) development, and variance analysis
  • Prepare and analyze monthly financial reports, including cost and schedule performance metrics
  • Monitor contract funding, burn rates, and provide recommendations for corrective actions
  • Develop and maintain Work Breakdown Structures (WBS) and charge number structures
  • Coordinate with Program Managers, Project Managers, and functional leads to ensure accurate financial tracking and reporting
  • Prepare and review contract deliverables including CDRLs, status reports, and financial exhibits
  • Support proposal development including BOE preparation, pricing, and cost volume development
  • Analyze subcontractor costs and ensure compliance with contract requirements
  • Identify and communicate financial risks and opportunities to leadership
  • Ensure compliance with FAR, DFAR, and company policies and procedures
  • Mentor and guide junior program control analysts

Salary Range: $70,000-91,000

Required Skills
  • US Citizenship
  • Be able to obtain and maintain a Public Trust (elevated) clearance from the Dept. of Homeland Security that requires the ability to pass a stringent background check
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • 2-4+ years of experience in program or project control, financial analysis, or related field within a government contracting environment
  • Proficiency with financial management systems (e.g., Deltek Costpoint, Oracle)
  • Strong understanding of federal government contract types (FFP, T&M, Cost-Plus, CPFF, CPIF)
  • Advanced proficiency in Microsoft Excel and other MS Office applications
  • Excellent analytical, organizational, and communication skills
  • Ability to work independently and manage multiple priorities in a fast-paced environment
Desired Skills
  • Master's degree in Finance, Business Administration, or related field
  • Experience supporting DoD, Intelligence Community, or civilian agency contracts
  • Proficiency with business intelligence tools (e.g., Power BI, Tableau)
  • Experience with large, complex programs or IDIQ/task order contracts
  • Professional certifications such as Certified Defense Financial Manager (CDFM) or similar
