Our client is a leading global Consultancy renowned for delivering high-profile, complex, iconic, large-scale capital projects.

We are currently seeking a dedicated and accomplished Program Construction Manager - Systems for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As the Program Construction Manager - Systems, you will play a pivotal role in the delivery of this significant project. Responsibilities
  • Develop and implement the overall construction management strategy.
  • Oversee the delivery, installation, and integration of complex rail systems includingsignaling, trackwork, traction power and communication networks within the tunnel.
  • Direct and coordinate multiple contractors to verify that all systems work meets design criteria and adheres to project timelines and financial targets.
  • Lead system-wide testing and commissioning activities, confirming that all components satisfy operational performance requirements and established safety procedures.
  • Ensure project compliance with NFPA‑130 by monitoring life‑safety features, emergency ventilation, and fire‑protection systems across construction phases.
  • Serve as the central point for operational safety matters, collaborating with project teams to evaluate risks, validate safety documentation, and develop emergency response strategies.
  • Make critical decisions on resource allocation and financial risk management.
  • Direct the establishment of project scheduling frameworks and policies.
  • Lead high‑level schedule reviews and make strategic decisions to maintain project timelines.
  • Shape the project's risk management approach and culture.
  • Guide senior management on risk‑related decision‑making and opportunity exploitation.
  • Serve as the primary executive liaison for Construction Management with government agencies, senior contractors, and internal leadership.
  • Present project status and performance to board members, government officials, and other high‑level stakeholders.
  • Ensure the project's adherence to federal and state regulations at a strategic level.
  • Build and lead a high‑performing construction management team.
  • Drive a culture of excellence, innovation, and continuous improvement within the organization.
Qualifications
  • 15 - 20 years' experience in Program Controls and Construction Management for large‑scale infrastructure projects.
  • Extensive experience with rail transit systems on tunnel projects including tracksystems, signals, traction power, installation, testing, and commissioning.
  • Experience in stakeholder management, including coordination with transit agencies (such as Amtrak, NJ TRANSIT, PANYNJ) and local/state/federal authorities.
  • In‑depth knowledge of FTA and FRA guidelines, procedures, and reporting requirements.
  • Strong working knowledge of NFPA‑130 requirements and associated life‑safety and fire‑protection standards for transit environments.
  • Demonstrated expertise in risk management and mitigation strategies for complex, multi‑year projects.
  • Experience in alternative delivery models including design‑build, public‑private partnership (P3), and other collaborative contracts (e.g., FIDIC, NEC).
  • Proven ability to manage and coordinate with multiple prime contractors and subcontractors.
  • Demonstrated ability to adapt to changing project requirements and navigate complex political landscapes.
  • Knowledge of sustainable construction practices and their integration into large‑scale infrastructure projects.
  • Strong understanding of the northeast corridor's rail system and its strategic importance to the region's transportation network.

The estimated starting salary for this position is $200,000 - $275,000. Starting salary may vary based on permissible, non‑discriminatory factors such as experience, skills and qualifications.
