This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As the Program Construction Manager, you will play a pivotal role in the delivery of this significant project. This is a fantastic opportunity to be part of a mission that aligns with our client's purpose: to create responsible places that bring transformative impact to their people, communities, and societies.

Responsibilities

  • Direct the establishment of project scheduling frameworks and policies.
  • Lead high-level schedule reviews and make strategic decisions to maintain project timelines.
  • Shape the project's risk management approach and culture.
  • Guide senior management on risk-related decision-making and opportunity exploitation.
  • Serve as the primary executive liaison for Construction Management with government agencies, senior contractors, and internal leadership.
  • Present project status and performance to board members, government officials, and other high-level stakeholders.
  • Ensure the project's adherence to federal and state regulations at a strategic level.
  • Build and lead a high-performing construction management team
  • Drive a culture of excellence, innovation, and continuous improvement within the organization.
Qualifications
  • Minimum 15-20 years of experience in Program Controls and Construction Management for large-scale infrastructure projects.
  • Proven track record in managing controls for multi-billion dollar programs.
  • Experience in stakeholder management, including coordination with transit agencies (such as Amtrak, NJ TRANSIT, PANYNJ) and local/state/federal authorities.
  • In-depth knowledge of FTA and FRA guidelines, procedures, and reporting requirements.
  • PMP certification required; additional relevant certifications (e.g., PMI-SP, EVP) highly desirable.
  • Demonstrated expertise in risk management and mitigation strategies for complex, multi-year projects.
  • Experience in alternative delivery models including design-build, public-private partnership (P3), and other collaborative contracts (e.g., FIDIC, NEC).
  • Proven ability to manage and coordinate with multiple prime contractors and subcontractors.
  • Demonstrated ability to adapt to changing project requirements and navigate complex political landscapes.
  • Knowledge of sustainable construction practices and their integration into large-scale infrastructure projects.
  • Strong understanding of the northeast corridor's rail system and its strategic importance to the region's transportation network.
