Candidate must live in North Carolina. This is a remote/out-stationed position serving Raleigh-Durham and all of North Carolina. The Program Compliance Specialist will physically travel to sites within North Carolina.

As a contractor on federal government contracts, Quadel is obligated to and will comply with and enforce the requirements of the Drug-Free Workplace Act of 1988 and any applicable regulations issued by government agencies regarding alcohol and/or drug use. Candidates extended an offer are required to submit to a pre-employment drug screening.

SUMMARY:

The Program Compliance Specialist is responsible for conducting management reviews of assigned properties, including tenant file reviews, rent calculations, FHEO compliance, and follow-up monitoring to ensure adherence to HUD requirements. The role also involves conducting follow-up inspections of multifamily project-based Section 8 units referred by HUD, documenting conditions.

DUTIES AND RESPONSIBILITIES:
  1. Schedule and notify owners/agents of upcoming management review dates. Review all relevant data prior to on-site reviews.
  2. Conduct management, occupancy, and FHEO reviews of assigned projects. Conduct on-site reviews of approximately five properties per month. Notify owners of health and safety violations, document conditions, and ensure corrections are made.
  3. Analyze gathered information in-office and complete Management Review Reports. Distribute copies to owners, HUD, and update relevant systems.
  4. Update iREMS and ACAP systems promptly.
  5. Maintain excellent relationships with property owners, tenants, HUD, and the public.
  6. Complete tasks professionally, accurately, thoroughly, and timely, demonstrating necessary skills.
  7. Follow quality management system requirements.
  8. Perform other duties as assigned by the Program Compliance Manager.
QUALIFICATIONS:
  • Bachelor’s degree in Business, Finance, or related field preferred; relevant experience may substitute.
  • Five years of progressive property management experience with multi-family Section 8 properties preferred.
  • Experience with other Section 8 and property management or as a financial analyst is preferred.
  • Must be able to travel throughout North Carolina. Valid driver’s license, vehicle registration, and insurance required.
  • Attend Quadel HUD Subsidized Multi-Family Housing Occupancy Training and pass the Quadel Certified Assisted Housing Manager Exam.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
  • Occasional standing and walking.
  • Frequent sitting.

  • Occasional lifting up to 50 pounds.
