Job summary

Torch Technologies in Huntsville, AL is seeking a Program & Budget Analyst to join a team delivering financial analysis, budget planning, and program support for AMSA. This onsite role requires 8+ years of experience, U.S.

Citizenship, and an active Secret clearance, with proficiency in GFEBS, WAWF, LMP, PMRT/CCaR, and DTS. Onsite at Redstone Arsenal, you will develop annual budgets, coordinate reviews, and provide leadership with financial briefings and actionable insights to support Army

Qualifications

  • U.S. Citizenship.
  • Bachelor's degree in Finance, Accounting, Business Administration, a related field or equivalent experience.
  • 8+ years of relevant business, financial management, or program analysis experience.
  • Active Secret Security Clearance.
  • Proficiency with Microsoft Office Suite, including advanced Microsoft Excel and PowerPoint skills.
  • Experience using government financial systems, including GFEBS, WAWF, LMP, PMRT/CCaR, P&R Forms, and DTS.
  • Familiarity with DoD Financial Management Regulations (DoD 7000.14-R, FMR 37-100, FMR 37-1).

Responsibilities

  • Develop and coordinate annual POM, PMR, APBB, and bi-annual updates of forms.
  • Coordinate budget execution activities, monthly actuals reporting, and variance analysis.
  • Monitor execution goals and OSD targets using GFEBS and LMP.
  • Advise APMs, SAMs, and PIs on budgeting for current, future, and prior years.
  • Support mid-year reviews, PMR reviews, financial briefings, and support agreements.
  • Develop and maintain Spend Plans using PMRT/CCaR and EA dashboards.
  • Lead Program Analyst workflows in PMRT CCaR and manage budget authority data.
  • Prepare reprogramming and realignment requests, including UFRs and Impact Statements.
  • Manage financial actions with G-Invoicing site/hub activities and related documentation.
  • Collaborate across teams to support financial planning, reporting, and execution.
  • Conduct DTS audits and review travel authorizations and vouchers for accuracy.
