Qualifications

• Minimum of 10 years of combined experience performing duties described in the functional description with at least 3 of those years analyzing budgets.
• Experience developing and coordinating procurement documentation (at least 3 years).
• Experience with CSPT, PMT, CD RLS, PID, PPBS, SOW, PID, AcqMat/APHM.
• Knowledge of aircraft mission systems and modification of those systems for in-service aircraft.
• Experience working with OEMs, preparing JandAs and developing/editing SOO/SOWs.
• Understanding of risk management processes and capability to assist with CDRL preparation or review.
• Familiarity with the engineering change process is a plus.
• Proficiency in MS tools, PowerPoint, Excel, TEAMS, and MS Project.
• Ability to create pivot tables and graphs from data exports.

Responsibilities

• Provide sustainment, acquisition, and financial support for E-6B Mission Systems Architecture IPT initiatives.
• Facilitate and manage spend plans using CSPT and PID planning; align SPID entries with IPT strategy and contract execution.
• Support input and updates to the RMT.
• Track and analyze budget planning, execution data, and schedule execution data for actionable inputs.
• Liaise with Contract Specialists and Procurement CO in developing SOW, SOO, PWS, and other contract docs.
• Manage procurements using PMT: PID development, PPCs, PPAs, and PMT actions.
• Enter IPT cost, schedule and performance data in AcqMat; analyze APHM dashboard data.
• Apply NAVAIR/OSD instructions for acquisition planning and program reviews.
• Participate in status briefs and provide responses to program inquiries.

Functional Description

• Applies analytic techniques in the evaluation of program/project objectives.

Duties And Responsibilities

As a Sr. Program Analyst, you are responsible for providing senior staff recommendations for E-6B related initiatives. Responsibilities include providing sustainment, acquisition, and financial expertise for the E-6B Mercury strategic airborne command post aircraft supporting the MSA IPTL. Tasking includes creating, managing, and reporting procurement, financial, and contractual performance of assigned E-6B Mission Systems Architecture and related projects. The position would be responsible directly to IPTs within MSA in tracking of readiness and sustainment requirements for current fleet need/demand as well as tracking and developing future requirements that impact mission systems. Apply knowledge and expertise in continuous process improvement environment to track performance to plan aligned with program office efforts.

• Provide sustainment, acquisition, and financial support for initiatives in support of the E-6B Mission Systems Architecture IPT.
• Facilitate and manage spend plans using CSPT, PID planning, align SPID entries with the IPT strategy and contract execution, and respond to and develop program data calls.
• Support input and update to the RMT.
• Track and analyze budget planning, execution data, and schedule execution data to provide actionable inputs and recommendations to the Integrated Product Team Lead (IPTL).
• Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, SOO, Performance Work Statements (PWS), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
• Manage procurements using PMT, including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPCs); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
• Enter and maintain IPT cost, schedule and performance data in AcqMat; analyze and interpret APHM dashboard data.
• Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, program reviews, budget development and coordination, and program planning.
• Participate in status briefs and recommend respo ses to program inquiries.
• Serves as Program Analyst lead for managing, tracking and reporting procurement status and activities.
• Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and supporting development of procurement packages.
• Track program/project status and schedules.
• Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
• Support acquisition strategy development, prepare for program reviews, and review and recommend alternative strategies to reduce program risk.

Required Experience
