Job summary

Davis Defense Group, Inc. is seeking a Senior Program Analyst (E-6B, Air Vehicle) for on-site work at Patuxent River, MD. The role emphasizes sustainment, acquisition, and financial oversight of the E-6B Mercury program within the Air Vehicle IPTL.

Qualifications

Responsibilities

  • Provide sustainment, acquisition, and financial support for E-6B Air Vehicle initiatives.
  • Track budget, schedule, and program data to inform IPT decisions.
  • Coordinate procurement planning and contractor documentation.
  • Engage with Contract Specialists and CCO on SOW/soO/PID activities.
  • Lead procurement- planning actions and PMT reporting.
  • Support IPT meetings, data calls, and program reviews.

Functional Description
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management.
Duties and Responsibilities

As a Sr. Program Analyst, you are responsible for providing senior staff recommendations for E-6B related initiatives. Responsibilities include providing sustainment, acquisition, and financial expertise for the E-6B Mercury strategic airborne command post aircraft supporting the Air Vehicle IPTL. The position would be responsible directly to the Air Vehicle IPTL in tracking of contractual and financial requirements for current fleet need/demand as well as tracking and developing future requirements that impact in-service systems. Apply knowledge and expertise in continuous process improvement environment to track performance to plan aligned with program office efforts.

  • Provide sustainment, acquisition, and financial support for initiatives in support of the E-6B Air Vehicle IPT.
  • Facilitate and manage; spend plans using CSPT, PID planning, align SPID entries with the IPT strategy and contract execution, and respond to and develop program data calls.
  • Provide input and update RMT.
  • Track and analyze budget planning, execution data, and schedule execution data to provide actionable inputs and recommendations to the Integrated Product Team Lead (IPTL).
  • Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, SOO, Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
  • Manage procurements using the PMT including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPC’s); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, program reviews, budget development and coordination, and program planning.
  • Participate in status briefs and recommend responses to program inquiries.
  • Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and supporting development of procurement packages.
  • Track program/project status and schedules.
  • Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
  • Support acquisition strategy development, prepare for program reviews, and review and recommend alternative strategies to reduce program risk.
Required Experience

Over 10 years of combined experience performing duties described in the functional description with at least 3 of those years analyzing budgets.

Desired Experience
  • At least 3 years of experience analyzing Navy Budgets.
  • Familiarity with aircraft manufacturer design specifications and air vehicle systems.
  • Familiarity with ECP processing and aircraft incorporation.
  • At least 3 years of experience developing and coordinating procurement documentation.
  • Experience with acquisition reviews and cost analysis. Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID).
  • Experience working with OEMs, preparing J&As and developing and editing SOO/SOWs.
  • An understanding of the risk management process and the ability to assist with the preparation or review of CDRLs.
  • Familiarity with the engineering change process and avionics is a plus.
  • Proficiency in MS tools, PowerPoint, Excel, TEAMS, and MS Project.
  • Ability to create pivot tables and graphs of data from exports of CSPT and other sources.
Education Requirements

MA/MS degree or supplemental experience is required.
