Job summary

People Technology And Processes seeks a Program Analyst in Arlington, VA with a Secret clearance. You will provide expert guidance on ARNG roles, missions and Army planning efforts, and serve as a bridge in the PPBE process to ensure alignment with senior leader priorities.

Required four years of DoD experience, strong PPBE knowledge, and solid MS Office and briefing skills. You will develop briefings, maintain SharePoint content, and create training materials as part of enterprise resourcing

Qualifications

• Bachelor’s degree in Business Administration or related field; Master’s preferred
• Minimum of four years of experience, two within DoD, directing and managing programs
• Knowledge of the PPBE process for the Army
• Demonstrated skill with the Microsoft Office suite
• Strong writing skills and experience in developing briefings and presentations

Responsibilities

• Provide expertise on ARNG roles, missions, authorities and Army strategic guidance and key planning efforts (TAP, TAA, AEMS, LIRA)
• Bridge between PPBE Planning and Programming phases to ensure analytics support ARNG priorities
• Maintain content, develop briefings, SharePoint, ensure system security/privacy, create tutorials and user guides
• Facilitate preparation, execution, follow up and tracking of tasks for PPBC-G enterprise resourcing decisions

Position Title: Program Analyst

Location: Arlington, VA

Clearance Level: Secret

Responsibilities will include, but are not limited to:

• Provide expertise on ARNG Roles, Missions, Authorities and Army strategic guidance and key planning efforts such as The Army Plan (TAP), Total Army Analysis (TAA), the Army Equipment Modernization Strategy (AEMS), and the Long-Range Investment Requirements Analysis (LIRA)Range Investment Requirements Analysis (LIRA).
• Serve as a bridge between the Planning and Programming phases in the Planning, Programming, Budget, and Execution (PPBE) process and ensures that analytic efforts support AR.NG Senior Leader guidance and priorities.
• Maintain content, develop briefings and presentations, organizational sharepoint, provide systems security and privacy compliance, create tutorials and training videos, user guides, and maintain system documentation in accordance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d).
• Serve as the primary facilitator for preparation, execution, follow up, and tracking of tasks and due outs for all meetings associated with the new PPBC-G process which is the chartered process for enterprise level resourcing decisions within the ARNG.

Qualifications

• Bachelor’s Degree in Business Administration or related field of study (Master’s Degree Preferred) or equivalent experience.
• Minimum of four years of experience, two within DoD, in directing, planning, and management of single or multiple programs including management of cost, schedule, deliverables, and performance measurement.
• Possess demonstrable knowledge of the Planning, Programming, and Budget Execution (PPBE) process for the Army.
• Possess demonstrable skill and expertise in the Microsoft Office suite of applications.
• Possess demonstrable collegiate level writing skills, experience in developing briefings and presentation.
