Job summary

Inflow NS in Linthicum Heights, MD, is seeking a seasoned Program Analyst to support the Government with portfolio and requirements management, PPBE activities, and performance reporting. You will collaborate with government stakeholders to optimize DoD and federal programs, applying Earned Value and PMO best practices.

The role requires an active Top Secret/SCI clearance, a bachelor’s degree with 8+ years of relevant experience (or higher degrees with fewer years), and proven experience leading

Qualifications

  • Active Secret clearance or higher is required.
  • Bachelor's degree and 8+ years of relevant experience, or 3+ years with a higher degree.
  • Specialized experience leading large, complex projects for DoD or Federal government.
  • Experience with developing and managing schedules using MS Project.
  • Knowledge and experience with Earned Value Management and project control concepts.
  • Experience managing the entire change lifecycle, including identifying, evaluating, approving, monitoring, and documenting changes to established processes and systems.
  • Extensive program management expertise across multiple domains to ensure integration of operations and technology.

Responsibilities

  • Assist in establishing, maintaining, and executing the Government's portfolio and requirements management processes with tools and documentation for requirements definition, prioritization, scheduling, cost, and performance tracking.
  • Collaborate with Program Managers and Directorates to support PPBE activities, requirements intake and adjudication processes, and integrate program execution.
  • Provide analytical support to identify duplicative or inefficient requirements or processes and produce timely documentation, reports, and metrics for Government review.
  • Proactively communicate risks, issues, and opportunities to the PMO Chief and Government stakeholders.
  • Other duties as assigned.

You will be working alongside Government civilians and other Government contractors and instructors.

What level Clearance do I need?

You must possess an active Top Secret / SCI clearance.

When is this position expected to begin?

This position is contingent upon award.

What will I be doing?

Using your expertise in program analysis, you will be supporting the Program Manager and Government stakeholders by providing analytical, requirements management, and portfolio management support services, supporting analytical, technical, administrative, and security services to enhance the operational effectiveness of the customer's directorates. In addition, you will:

  • Assist in establishing, maintaining, and executing the Government's portfolio and requirements management processes by developing, implementing, monitoring, and supporting methodologies, tools, and documentation related to requirements definition, prioritization, scheduling, cost, and performance tracking
  • Collaborate with Program Managers and Directorates to support PPBE activities, requirements intake and adjudication processes, and integrate program execution
  • Provide analytical support to identify duplicative, inefficient, or disconnected requirements or processes and produce timely documentation, reports, and metrics for Government review
  • While applying industry best practices related to program management tools, processes, and PMO structures, proactively communicate risks, issues, and opportunities to the PMO Chief and Government stakeholders
  • Other duties as assigned
What experience, training, and education do I need?

You mustmeet the minimum requirements:

  • Active Secret clearance
  • Bachelor's degree and 8+ years relevant experience in the areas listed below
    • OR 3+ years relevant experience
    • OR Master's degree and 6+ years relevant experience
    • OR PhD and 3+ years relevant experience
  • Specialized experience leading large, complex projects for DoW/DoD or Federal government
  • Experience with developing and managing schedules using MS Project
  • Knowledge and experience with Earned Value Management and project control concepts
  • Experience managing the entire change lifecycle, including identifying, evaluating, approving, monitoring, and documenting changes to established processes and systems
  • Extensive program management expertise across multiple domains, including requirements and capability development, acquisitions, procurement, and resource management, to ensure the successful integration of operations and technology
  • Ability to synthesize complex information and generate comprehensive reports to support program objectives and inform senior-level decision-making
