Job summary

Valiant Harbor International is seeking a Program Analyst to support NGA’s research directorate. This onsite role in the SCIF at NGA in Springfield, VA involves budget building, acquisition support, and financial execution of RDT&E and O&M funding.

Expect extensive coordination with multiple NGA offices and government contracting personnel. Requirements include a TS clearance with SCI eligibility, a technical degree (or 36 credits in tech) and 10 years of relevant experience in program/financial

Qualifications

• Top Secret clearance with SCI eligibility.
• 10 years of experience as Program Analyst, Financial Analyst or similar.
• Experience in RDT&E funding and the PPBE process.

Responsibilities

• Provide program review support including annual Division and quarterly program reviews.
• Assist in preparing the Program Build and CBJB/IPBS descriptions with updated financials.
• Use knowledge of RDT&E budget activity codes to aid planning, programming, and budgeting.
• Coordinate and administratively manage R&D acquisition activities including BAAs, SBIR/STTR, and OT contracts.
• Assist in developing requirements and documentation, coordinating with NGA contracting, monitoring actions, and supporting CORs/TMs.
• Liaise with Office of Contract Services, Office of General Counsel, and FM Policy as needed.
• Apply FMR, FAR, DFARS, and NGA policies to execute RDT&E and O&M funding for Research.
• Provide financial execution support to ensure timely commitment and expenditures of funds.
• Create and review MIPRs and AF-9s (NGA PRs) for funding execution.
• Develop accompanying DFs, IGCEs, and SOWs/SOO/PWSs as needed.
• Develop Interagency Agreement documents and convert MOAs/IAAs as required.
