Job summary

Valiant Harbor International, LLC seeks a Program Analyst to support NGA's research directorate in budgeting, acquisition, and financial execution for RDT&E and O&M funding. This on-site role requires a TS/SCI clearance and a deep understanding of DoD processes in a SCIF environment in Springfield, VA.

The role emphasizes program planning from concept through transition, including cost, schedule, and performance metrics, plus coordination of contracts, SOWs, and interagency actions.

Qualifications

• Top Secret clearance with SCI eligibility required.
• BA/BS or MA/MS in a technical field or 36 credit hours in technology-related curriculum.
• 10 years of experience as Program Analyst, Financial Analyst or similar.
• Experience in R&D program development from concept to transition of technologies.
• Hands-on experience with financial execution and program management, including cost, schedule, and performance metrics.

Responsibilities

• Provide program review support including annual and quarterly reviews.
• Prepare Program Build and CBJB/IPBS descriptions; update spreadsheets tracking changes.
• Use RDT&E budget activity codes and policies for planning and budgeting.
• Coordinate R&D acquisition activities including BAAs, SBIR/STTR, and grants with universities or other entities.
• Assist in developing requirements and documentation; coordinate with NGA contracting offices and CORs/TMs.
• Liaise with OCS, OGC, and FM Policy as requested by the Government.
• Apply understanding of FMR, DFARS, FAR, and NGA policies to execute RDT&E and O&M funding.
• Ensure timely commitment, obligation, and expenditures of funds through internal and external vehicles.
• Create, edit, and review MIPRs and AF-9s for funding execution.
• Assist in developing accompanying DFs, IGCEs, and SOWs/SOs/PWSs.
• Contribute to interagency agreements and conversion of MOAs for DoD Instructions compliance.
