Torch Technologies is currently seeking a Program Analyst to support Government Program Lab Managers with Procurements. The candidate will be supporting both government and contractor leads with material preparation, reporting, and cost/schedule variance analysis for multiple programs supporting multiple government customers. The successful candidate must possess knowledge and capabilities related to performance management, organization, problem solving, analysis, adaptability, self-motivation, reliability, and accountability.

Key Responsibilities
  • Support material requisitioning, tracking, and logistics support initiatives across multiple technical laboratories and multiple contracts.
  • Understand and follow DoW/military service procurement regulations, material acquisition procedures, and execution processes.
  • Support program & procurements in a Hardware-in-the-Loop (HWIL) or complex missile laboratory operations.
  • Track Material Funding & Expenditures.
  • Assist in development of BOE for Material and support reviews.
  • Support Government Property Receiving & DD250s.
  • Partner with program leads and lab managers to establish material baselines, monitor program commitments, and ensure procurement execution aligns strictly with schedule and mission requirements.
  • Assist with obtaining quotes, coordinating purchases, and tracking orders to ensure materials and services are received on schedule.
  • Respond to internal and external customer inquiries and provide accurate, timely status updates.
JOB REQUIREMENTS
  • US Citizenship.
  • Bachelor’s degree in Business Administration, Supply Chain, Logistics, Management, Communications or a related discipline.
  • Provide material support related to budgeting, reporting, and cost analysis across multiple labs.
  • Work with government leads and lab managers to develop and establish baselines while helping monitor and manage the commitments associated with each program in order to successfully execute goals within program requirements.
  • Analyze material purchases to determine whether the desired results are being produced and if not, provide insight into the variance and work toward possible solutions in a timely manner.
  • Estimate future material needs and assist with BOE development.
  • Ability to prioritize multiple assignments, meet deadlines, and work effectively in a fast-paced government-support environment.
  • Ability to accurately enter, update, and maintain information in spreadsheets, databases, and other government or contractor systems.
  • Must be able to possess and maintain an active Secret security clearance.
Preferred Qualifications
  • Excellent communication (oral and written) skills and the ability to establish and maintain a close relationship with internal and external customers as well as work independently and take a proactive role to ensure that items are completed on or ahead of schedule.
  • Applicants should be detail oriented with good analytical skills, able to handle multiple deadlines and priorities, and be a team player.
  • Knowledge of DoD/military service procurement regulations, material acquisition procedures, and execution processes.
  • Master relationship with Vendors & CHESS/Acquisition Documentation.
  • Knowledge Government Property Receiving & DD250s.
