Job summary

Lynker is seeking a Program Analyst to support NOAA's Office of Coast Survey. You will perform analytical tasks, support budget planning, and develop SOPs and reports for senior leadership. You will engage with multiple stakeholders and contribute to improved processes and tools.

The role emphasizes data analysis, risk management, and performance tracking within a government-funded program. A Bachelor's degree with relevant experience is required.

Qualifications

• Bachelor's degree required with 1+ year of specialized project experience or formal training.
• Perform analytical tasks independently or as part of a team, including management studies, workforce analyses, cost-benefit analyses, earned value management, configuration management, QA, and risk management.

Responsibilities

• Engage with OCS Divisions and stakeholders in budget, strategic planning, taskers, response coordination, performance tracking, and project execution.
• Provide data analysis support to automate and streamline business and administrative processes including data ingestion, evaluation, transformation, merging, and reporting.
• Identify bottlenecks, procedural deficiencies, and workflow risks; develop actionable recommendations for management review.
• Support development of internal/external stakeholder requirements to inform new processes and analytical tool buildout for budget and administration execution.
• Research and draft SOPs and operational guidelines for OCS Business Manager and Senior Leadership.
• Prepare detailed study reports, executive summaries, decision packages, and briefing materials for senior leadership.
