Lynker Corporation is seeking a Program Analyst to support NOAA's Office of Coast Survey (OCS). The role involves analytical tasks, budget support, and coordination with OCS divisions and stakeholders to improve processes and deliverables.

The position emphasizes data analysis, reporting, SOP development, and policy drafting, requiring strong communication and teamwork to advance coastal science and operational excellence.

Qualifications

• Bachelor's degree and 1 year plus 6 months specialized project experience or formal training.
• Ability to perform independent or team-based analyses in management studies, workforce analysis, cost-benefit analyses, or risk management.
• Experience with reporting, SOPs, and policy drafting is a plus.

Responsibilities

• Engage with OCS Divisions and stakeholders in budget, strategic and other planning, taskers, response coordination, performance tracking, and project execution.
• Provide data analysis support to aid automation and streamlining of business processes, including ingest, evaluation, transformation, merging, and reporting of data.
• Identify operational bottlenecks, procedural deficiencies, and workflow risks; develop actionable recommendations for management review.
• Support development and refinement of internal and external stakeholder requirements to inform buildout of new processes and analytical tools.
• Research and draft administrative policies, SOPs, and operational guidelines for OCS Business Manager and Senior Leadership as needed.
• Prepare detailed study reports, executive summaries, decision packages, and briefing materials for senior leadership.
• Prepares a variety of reports, assessments, or evaluations in support of the analyses conducted.
