Qualifications

Responsibilities

  • Assist project/test leaders to identify issues affecting service quality and risk management.
  • Track project/test cost, schedule, and percent completion for task orders.
  • Monitor burn rates against budgets.
  • Prepare cost vs schedule variance reports and inform management when thresholds are met.
  • Create initial task order entries in TEBS.
  • Archive entries upon task order completion.
  • Assist in creating long- and short-term plans with milestones.
  • Offer recommendations when choosing project progress options.
  • Coordinate with multiple units to keep actions in sync.
  • Communicate progress to leadership.
  • Adjust schedules and targets as needed.
  • Perform other duties as assigned.

Program Analyst, Junior (S) - Test Planning and Management - PRTR

PENDING CONTRACT AWARD

The Program Analyst- Junior at the Potomac River Test Range (PRTR) performs analysis on project plans and proposes projects that deliver solutions and services to meet the business and product needs of the organization. Gives support to and initiates appropriate project processes which ensure forward progress, highlight and mitigate risks, and ensure alignment with stated project objectives.

Location: Dahlgren Navy Base, VA | Status: Full Time | Business Sector: Facilities Management and Operations | Job Code: 2026:0101-019

Duties and Responsibilities
  • Assists project/test leaders as they scan the business environment to identify potential issues that may impact the quality of services, interfere with the organization's ability to manage its risks, and/or create opportunities to address these issues more effectively
  • Tracks project/test cost, schedule, and percent completion for assigned task orders
  • Monitors burn rates against budgetary expectations
  • Prepares project/test cost vs. schedule variance reports for each task order and informs TRAX management and the Government when budget exceeds 75%, 90%, 100% of allocated funds, or upon reaching other thresholds as required
  • Creates initial task order entry into the task order tracking module of TEBS
  • Archives entries upon task order completion
  • Assists project/test leadership with creating long‑ and short‑term plans, including setting targets for milestones and adhering to deadlines
  • Makes effective recommendations when presented with multiple options for how to progress with the project
  • Serves as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy
  • Communicates with leadership on progress of project
  • Adjusts project/test schedules and targets on the project as needs or budgets change
  • Performs other duties as assigned
Qualifications
Required Skills and Qualifications
  • BA/BS Degree in Business Administration, Technical Management, or a related field from an accredited college or equivalent experience
  • At least 4 years of experience performing assignments in a professional work environment
  • Understanding of project coordination principles
  • Demonstrated data analysis skills, with the ability to gather, organize, and interpret data from various sources following prescribed methods
  • Proficiency in developing cost estimates and performing basic financial calculations under supervision
  • Demonstrated technical writing skills, with the ability to communicate complex information clearly and concisely using established templates
  • Familiarity with test planning and reporting processes
  • Demonstrated statistical analysis skills, with the ability to compile and interpret data using basic office software
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Demonstrated organizational and communication skills to effectively support the T&E team under supervision
  • Demonstrated communication and interpersonal skills to collaborate effectively with T&E teams
Preferred Skills and Qualifications
  • Prior experience working in a project management or program support role within a military or government environment
  • Familiarity with military weapons systems or T&E environments
Physical Qualifications
  • The work of this position is performed in an environmentally controlled office environment
  • Must be capable of sitting and entering data on a computer keyboard for extended periods of time
  • Must be able to view computer monitor for extended periods of time
  • Must be capable of lifting 25 lbs. unassisted

Terms of Employment & Eligibility Requirements
  • Must be a U.S. Citizen
  • Must possess a high school diploma or equivalent
  • Must possess a valid driver's license, without special restrictions

  • Must possess or be able to obtain an interim security clearance prior to employment and maintain security clearance for the duration of employment
