Job summary

Davis Defense Group, Inc. is seeking a Journeyman Program Analyst to support the E-130J program at Patuxent River, MD. The role involves analyzing requirements, budgets, and schedules and preparing procurement-related documentation for an ACAT I program in the EMD phase.

The ideal candidate has three+ years of experience in program analysis, with familiarity in CSPT, PMT, CDRLs, SOW/SOO, and related procurement tools. On-site employment and Secret clearance preferred.

Qualifications

Responsibilities

• Provide customer recommendations for E-130J related initiatives in the EMD program phase.
• Monitor and track contract execution and performance; develop procurement documents for future program requirements.
• Coordinate preparation of SOW, SOO, PIDs, CDRLs, and other contractual documentation for contracting efforts.
• Manage procurements using PMT; develop and manage PIDs; coordinate PPCs; generate and track PPAs; report PMT actions and milestones.
• Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budgeting and program planning.
• Participate in status briefs and provide responses to program inquiries.
• Lead the Program Analyst function for procurement status reporting and tracking.
• Support IPT operations: schedule meetings, respond to data calls, assess program data.
• Track program/project status and schedules.
• Develop and coordinate program documentation, requirements documents, and budget/funding plans.

Functional Description

• Applies analytic techniques in the evaluation of program/project objectives.
• Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses.
• Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.

Duties And Responsibilities

As a Journeyman Program Analyst, you are responsible for providing customer recommendations for E-130J related initiatives. The E-130J program is in the Engineering and Manufacturing Development (EMD) phase as an acquisition category (ACAT I) program. The position is responsible directly to the IPTL for Mission Systems to track contract execution and performance and initiate and develop procurement documents for future program requirements. Apply knowledge and expertise in continuous process improvement to track performance to plan for program office efforts.

• Support acquisition management activities in support of the E-130J platform that once fielded will become critical to Americas nuclear deterrence.
• Assist with creating and updating spend plan in CSPT and staffing demand development in RMT, facilitate and track spend plans using CSPT, align SPID entries with the IPT strategy, and respond to and develop program data calls.
• Coordinate with the E-130J Mission Systems team in the development and processing of SOW, Statement of Objectives (SOO), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
• Manage procurements using PMT including development and management of PIDs; coordinate and prepare actions required for conducting Procurement Planning Conferences (PPCs); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
• Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning.
• Participate in status briefs and recommend responses to program inquiries.
• Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities.
• Support the operation of the IPT including schedule and organize meetings, address data calls, assess program data.
• Track program/project status and schedules.
• Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.

Required Experience

Three years or more experience performing duties described in the functional description.

Desired Experience

• At least 2 years of experience developing and coordinating procurement documentation. Experience with acquisition reviews and cost analysis. Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLs), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID).
• Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) gate reviews to successfully transition into the programs next phase.
