Job summary

Vector CSP, LLC is seeking a Program Analyst with a focus on acquisition management for the E-130J platform in a Maryland-based facility. The role involves coordinating documentation, budgeting, and procurement processes to support critical defense programs.

Ideal candidates will have extensive experience with CSPT, PMT, SOW/PID and related tools, plus the ability to interface with government customers and maintain required security clearances.

Qualifications

  • Three years or more experience performing duties described in the functional description.
  • At least 2 years developing and coordinating procurement documentation.
  • Experience with acquisition reviews and cost analysis.
  • Experience with CSPT, PMT, CDRLs, PPBS, SOW, and PID.
  • Familiarity with MDAP gate reviews to transition to the next phase.

  • Create and update spend plan in CSPT and staffing in RMT; track spend plans.
  • Coordinate SOW, SOO, PDS, CDRLs and other contract documents.
  • Manage procurements using PMT; develop PIDs and track PPCs and PPAs.
  • Apply NAVAIR and OSD instructions for planning, procurement, and budget.

Job description

Job Summary

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.

Security clearance, Secrete required , TS desired.

Essential Duties
  • Support acquisition management activities in support of the E-130J platform that once fielded will become critical to America’s nuclear deterrence.
  • Assist with creating and updating spend plan in CSPT and staffing demand development in RMT, facilitate and track spend plans using CSPT, align SPID entries with the IPT strategy, and respond to and develop program data calls.
  • Coordinate with the E-130J Mission Systems team in the development and processing of SOW, Statement of Objectives (SOO), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
  • Manage procurements using PMT including development and management of PIDs; coordinate and prepare actions required for conducting Procurement Planning Conferences (PPC’s); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning.
  • Participate in status briefs and recommend responses to program inquiries.
  • Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including schedule and organize meetings, address data calls, assess program data.
  • Track program/project status and schedules.
  • Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
Education

BA/BS degree from an accredited college.

Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

Experience

Three years or more experience performing duties described in the functional description.

At least 2 years of experience developing and coordinating procurement documentation. Experience with acquisition reviews and cost analysis. Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLs), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID). Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) gate reviews to successfully transition into the program’s next phase.

Knowledge, Skill And Abilities
  • Proficient use of Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint.
  • Familiarity with acquisition program management processes.
  • Understanding of federal budget and reporting requirements.
  • Ability to work collaboratively with the Government customer and project team functional areas.
  • Ability to obtain and maintain security clearance, as required by the contract.
Salary

The projected salary range for this position is $78,000-86,000 and is based on experience and contractual requirements. However, this is not a guarantee of salary.
