Job summary

PCI Federal (PCIF) is seeking a Program Analyst II to provide analytical, operational, and technical support for CDC publishing and clearance activities in Atlanta. Qualifications

Job description

Position Summary- this role is pending funding/award.

The Program Analyst II provides analytical, operational, and technical support to CDC programs and offices. This position serves as a subject matter expert for CDC clearance and publishing processes, supports agency publishing systems administration, coordinates document clearances and workflow activities, provides customer and technical assistance to system users, and develops reports and analyses to support organizational decision-making.

This role works closely with federal staff, program leadership, communications personnel, system administrators, and software developers to ensure the efficient management of publishing and clearance activities across the organization. The Program Analyst II exercises independent judgment, manages multiple priorities in a fast-paced environment, and contributes to process improvement and operational effectiveness initiatives.

The position requires a strong understanding of CDC policies and procedures, exceptional customer service skills, attention to detail, and the ability to communicate effectively with individuals at all organizational levels.

Key Responsibilities
CDC Clearance and Publishing Systems Administration
  • Serve as a subject matter expert on CDC, NCEH, and ATSDR clearance policies, procedures, and publishing requirements.
  • Manage and monitor document clearance activities through CDC publishing systems and tools.
  • Maintain advanced user permissions and administrative functions within CDC publishing systems.
  • Configure user accounts, establish permissions, update reviewer groups, and deactivate accounts as personnel change.
  • Monitor system workflows and routing structures, making adjustments to ensure timely processing and completion of clearance actions.
  • Coordinate document reviews, approvals, and cross-clearance activities between NCEH/ATSDR and other CDC Centers, Institutes, and Offices (CIOs).
  • Track document review deadlines and follow up with internal and external reviewers to ensure compliance with established timelines.
  • Coordinate expedited clearance reviews when urgent public health or organizational priorities require accelerated processing.
Publishing Portal Management
  • Provide advanced support for CDC Publishing Portal applications, including:
    • eClearance (document clearance)
    • STARS (funding and project determination clearance)
    • Publishing Reporting System
    • Public Access to Publications processing
    • Data Use Agreement clearance processes
  • Monitor system performance and workflow metrics to identify bottlenecks, inefficiencies, and opportunities for improvement.
  • Ensure publishing and clearance activities comply with CDC policies, standards, and reporting requirements.
Customer Support and Stakeholder Engagement
  • Serve as the first point of contact for NCEH/ATSDR users requiring assistance with Publishing Portal systems.
  • Provide timely and effective troubleshooting support to users experiencing technical or procedural issues.
  • Conduct user needs assessments and recommend solutions to improve user experience and operational efficiency.
  • Develop user guidance materials, job aids, standard operating procedures, and training resources.
  • Deliver one-on-one assistance and group training sessions to end users and stakeholders.
  • Foster strong working relationships with program staff, leadership, communications teams, and system support personnel.
Technical Coordination and Quality Assurance
  • Serve as liaison between business users, system administrators, developers, and help desk personnel.
  • Document system issues, submit support tickets, and monitor resolutions through completion.
  • Perform testing of system enhancements, upgrades, and new functionality.
  • Develop and execute quality assurance test plans and test scripts.
  • Validate system functionality and document testing results.
  • Identify defects, recommend corrective actions, and coordinate retesting activities.
Program Analysis and Reporting
  • Collect, analyze, and interpret programmatic and operational data.
  • Monitor key performance indicators associated with publication and clearance processes.
  • Develop recurring and ad hoc reports for management and leadership.
  • Prepare status reports, dashboards, briefing materials, and executive summaries.
  • Identify trends, risks, and opportunities for process improvement.
  • Support leadership with data-driven recommendations and decision-making.
Process Improvement and Operational Support
  • Analyze existing business processes and recommend improvements that increase efficiency and effectiveness.
  • Develop workflow maps, documentation, and process improvement recommendations.
  • Assist in implementing and monitoring organizational improvement initiatives.
  • Support special projects, strategic initiatives, and surge requirements as assigned.
  • Participate in planning meetings, working groups, and stakeholder engagement activities.
Minimum Qualifications
Education

Bachelor's degree from an accredited college or university in:

Additional relevant experience may be substituted for education where permitted.

Experience
  • Minimum of 5 years of professional experience in program analysis, program management support, administrative operations, communications management, or related fields.
  • Minimum of 3 years supporting federal government programs, preferably within CDC, HHS, or another public health organization.
  • Experience supporting clearance, publications, communications, correspondence tracking, records management, or workflow systems.
  • Experience working with enterprise business systems and software applications.

  • Experience with eClearance, STARS, Publishing Reporting System, Public Access to Publications processing, or Data Use Agreement workflows.
  • Experience administering user permissions and workflow routing within enterprise systems.
  • Experience developing SOPs, training materials, and user guides.
  • Experience supporting federal public health programs.
  • Experience using Power BI or other reporting and dashboard tools.
  • Hybrid or onsite support as required by the Government.
  • Frequent interaction with CDC leadership, program offices, reviewers, communications teams, and system users.
  • Fast-paced environment requiring responsiveness, adaptability, and strong customer service skills.
  • May support urgent public health priorities and time‑sensitive clearance activities.
