GD Resources LLC is actively seeking an experienced Program Analyst II to support federal program evaluation, performance measurement, business and data analysis, reporting, and project-management activities.

The Program Analyst II will independently manage analytical assignments and contribute substantially to program evaluation and reporting.

  • Identify trends, issues, and opportunities for program improvement.
  • Present analytical findings to management and non-technical stakeholders.

GD Resources LLC is seeking experienced Program Analyst II professionals to support federal program evaluation, performance measurement, business/data analysis, reporting, and project-management activities.

The Program Analyst II will independently manage analytical assignments and contribute substantially to program evaluation and reporting.

Key Responsibilities
  • Conduct quantitative and qualitative program analyses.
  • Analyze program performance, workload, and outcomes.
  • Design and refine program-performance metrics.
  • Develop and maintain dashboards and scorecards.
  • Compile, validate, and reconcile information from multiple data sources.
  • Prepare substantive reports, white papers, and presentations.
  • Coordinate and track multiple projects and workstreams.
  • Conduct basic cost-benefit and cost-effectiveness analyses.
  • Identify trends, issues, and opportunities for program improvement.
  • Present analytical findings to management and non-technical stakeholders.
Minimum Qualifications
  • Bachelor's degree in Public Policy, Public Administration, Business Administration, Economics, Finance, Statistics, Data Analytics, or related field.
  • Typically 2 3 years of specialized experience involving:
    • Program or management analysis
    • Performance measurement
    • Business/data analytics
    • Project or workstream coordination.
Preferred Qualifications
  • Master's degree such as MPA, MPP, MBA, Applied Economics, Data Analytics, or related discipline.
  • Experience supporting federal programs, financial programs, lending programs, or similar regulated operations.
Desired Skills
  • Strong Microsoft Excel proficiency, including pivot tables, lookup functions, formulas, charts, and summary statistics.
  • Dashboard development.
  • Program evaluation.
  • Performance measurement and KPI development.
  • Analytical report writing.
  • Ability to manage multiple priorities with limited supervision.
