Job summary

KMS Solutions, LLC is seeking a Program Analyst II to support NSWCPD Code 24, focusing on HM&E systems for Navy submarines. You will manage programmatic and financial tasks, develop reports, and ensure conformance with contracts and Navy requirements.

The role requires DoD experience, strong MS Office and graphics tooling, and the ability to operate in a fast-paced government environment. On-site work in Philadelphia with possible travel.

Qualifications

• Bachelor's degree in Business-related discipline from an accredited university.
• Five years of programmatic and financial support experience.
• Three years of experience providing high level graphics support, database creation using MS Access, Adobe Photoshop, Illustrator, and premier software; plus management, financial, and funding analysis.
• Three years of the five years including experience with U.S. Navy programs, organizations, and functions.

Responsibilities

• Provide programmatic assistance to C/241 including future calls for tasking, deliverables, and task planning upkeep.
• Distribute, track, retrieve and transfer digital documentation for submarine programs.
• Record documents including NAVSEA letters, white papers, memos, and deliverables for C/241.
• Collect and submit technical responses & concurrences to C/241.
• Track development of NSWCPD technical and financial work products to update programs.
• Create reports and presentations to facilitate program reviews and status updates.
• Conduct cost analysis and budgeting based on estimates.
• Address performance questions, concerns, and feedback throughout the project.
• Develop assessments of contractor performance including quality, cost, schedule, management, and compliance.
