Job summary

HunaTek Government Solutions is seeking a Program Analyst I (Contract Administrator) to support the Department of State contract lifecycle—pre-award to closeout. Based in Washington, DC, you will help prepare, administer, and maintain grant and contract documents and assist in budgeting and program tracking.

Responsibilities

  • Collaborate with overseas AF hubs to track program data and review reports.
  • Assist in evaluating program compliance with contract or grant requirements.
  • Draft CPARS submissions and quarterly/annual grant reports.
  • Support risk assessment and mitigation actions with AF staff.
  • Provide administrative support for document uploads and approvals.
  • Draft and contribute to program documentation and briefing materials.
  • Engage with State Department stakeholders regarding AF programs and policies.
  • Attend meetings and provide administrative support for AF implementations.
  • Travel to locations in sub-Saharan Africa as required.

Position Overview

HunaTek is seeking a Program Analyst with a background in Contract Administration to support our Department of State Contract. The Program Analyst I (Contract Administrator) will assist in the preparation, administration, and maintenance of lifecycle grant and contract documents across all phases including pre-award, award, post-award, and closeout. This role supports program and budget tracking, compliance assessments, risk management, and communication efforts related to the Bureau of African Affairs (AF) managed foreign assistance programs in sub-Saharan Africa. The position requires collaboration with internal and external stakeholders, including overseas assistance hubs, contractual M&E specialists, and U.S. government interagency counterparts. Daily onsite support will be required in the Washington, DC office.

This position is based on contract award.

Key Responsibilities
  • Assist in the preparation, administration, and maintenance of lifecycle grant and contract documents for pre-award, award, post-award, and closeout phases.
  • Support the review of funding applications to ensure alignment with AF strategy, technical requirements, and budget feasibility, as appropriate.
  • Collaborate with AF assistance hubs overseas to assist in routine program and budget tracking, including analyzing quantitative and qualitative data, reviewing program reports, and participating in program review meetings.
  • Work with contractual M&E Specialists to assist in comprehensive review and assessment of programs, activities, and implementers’ compliance with contract or grant requirements.
  • Assist CORs/GORs in drafting CPARS submissions and quarterly, semi-annual, and final grant reports.
  • Collaborate with Grant Management Specialists and AF staff to complete risk assessment and mitigation actions.
  • Support CORs/GORs with periodic file assessments and provide administrative support for document uploads and approvals.
  • Draft program-related documentation including overviews, progress reports, challenges, and lessons learned.
  • Produce internal and external communication products highlighting successes related to grants in the portfolio.
  • Liaise with stakeholders within the State Department regarding AF programs, policies, and approaches.
  • Coordinate cross-departmental efforts to track issues and encourage information sharing and collaboration on sub-Saharan Africa initiatives.
  • Engage U.S. government interagency counterparts to communicate about AF/A programs and policies.
  • Support outreach activities to the U.S. Congress, media, and other public stakeholders.
  • Draft and contribute to AF and State Department reporting and information products, including briefing checklists, talking points, fact sheets, cables, and public affairs documents.
  • Conduct research and analysis on program performance and trends; provide recommendations to improve program quality, timeliness, and effectiveness.
  • Assist in drafting and implementing standard operating procedures and internal control processes to strengthen the bureau's foreign assistance management.
  • Support AF knowledge management efforts to capture, organize, and share comprehensive understanding of U.S. foreign assistance in sub-Saharan Africa.
  • Attend bureau, office, and team meetings as required.
  • Provide administrative support to AF in the implementation of U.S. foreign assistance.
  • Travel to locations in sub-Saharan Africa as required.
Special Knowledge, Experience, and Educational Requirements
  • Ability to obtain or currently hold a SECRET Security Clearance prior to onboarding.
  • Minimum education: 4-year college degree or equivalent.
  • Minimum of 5 years of relevant experience.
  • Proficient in Microsoft Office Suite.
  • Strong multi-tasking and organizational skills.
  • Excellent interpersonal and customer service skills.
  • Demonstrated written and oral communication skills.
  • Ability to handle complex and highly detailed responsibilities.
  • Experience working collaboratively with others and providing excellent customer service.
  • Ability to prioritize work and make sound decisions.
