Job description

This position is located in the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO).

College Graduate Hiring Authority Information

This position is being filled using the College Graduate Hiring Authority. Under this authority, DHS may make noncompetitive appointments of eligible and qualified college graduates directly into career or career-conditional positions in the competitive service. Appointments under this authority are limited to professional and administrative positions at the GS-11 level or below, or equivalent. Positions may have promotion potential above the GS-11 level; however, the initial appointment may not exceed the GS-11 level, or equivalent. Candidates appointed under this authority must serve a one-year probationary period unless they have already satisfied the requirements for career tenure or are otherwise exempt from the service requirement. Competitive status is acquired upon completion of the one-year probationary period. DHS may make appointments under this authority without regard to veterans' preference and is not subject to rating and ranking procedures; however, DHS adheres to merit system principles in making selections.

Eligibility for the College Graduate Hiring Authority

This position is being filled under the College Graduate Hiring Authority. To be eligible for appointment under this authority, you must have completed, within two years of submitting your application, a qualifying bachelor's or graduate degree from a qualifying educational institution. The two-year eligibility period begins on the date the degree is conferred, not the date of the graduation ceremony. Veterans who completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least four years may apply within two years of discharge or release from uniformed service. The intervening period of uniformed service must have prevented the individual from applying within the standard two-year period after completing the degree.

NOTE: Qualifying educational institution means -- Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education:

  • A technical or vocational school
  • A 2-year or 4-year college or university
  • A graduate or professional school (e.g., law school, medical school)

Appointments under this authority are made directly into the competitive service.

Basic Qualification Requirements

In addition to meeting the eligibility requirements above, you must meet the OPM-prescribed minimum qualification standards, or OPM-approved agency-specific minimum qualification standards, for the position being filled. Applicants must meet all eligibility and qualification requirements by the closing date of this announcement unless otherwise stated.

For the GS-09: Specialized Experience

One year of specialized experience which includes:

  • experience applying data analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature
  • experience applying conventional methods to gather, analyze, and evaluate information concerning assigned processes, draw conclusions, and recommend appropriate action
  • applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
