Job summary

The U.S. Department of Homeland Security (DHS), Office of Privacy, seeks an entry-level Management and Program Analyst to support either the Privacy Act or FOIA programs. The role develops knowledge in privacy and information disclosure operations through analytical and administrative assignments.

Qualified candidates have a combination of education and/or experience as detailed for GS-07 and GS-09 levels, with emphasis on data gathering, reporting, and effective communication.

Qualifications

  • One year of specialized experience equivalent to GS-5, or education substitutions as described.
  • Ability to identify significant factors, gather data, and support assessments of program operations.
  • Experience using spreadsheet software to track, manage, and present information to stakeholders.

Responsibilities

  • Support Privacy Act (PA) or FOIA programs within the Office of Privacy.
  • Perform entry-level analytical, evaluative, and administrative tasks to develop privacy and information disclosure operations knowledge.
  • Prepare written reports, analyses and provide recommendations regarding program issues and operations.

Job description

This position is located in the U.S. Department of Homeland Security (DHS), Office of Privacy.

The primary purpose of this position is to serve as a Management and Program Analyst within the Office of Privacy, supporting either the Privacy Act (PA) or Freedom of Information Act (FOIA) programs. The incumbent performs entry-level analytical, evaluative, and administrative assignments designed to develop knowledge and skills in privacy and information disclosure operations.

You qualify for the GS-07 grade level if you possess one of the following:

Specialized Experience

You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-5) or public or private sector equivalent. For this position, specialized experience is defined as:

  • Identifying significant factors, gathering pertinent data, and recognizing solutions that support assessments for determining the efficiency/effectiveness of management and program operations.
  • Conducting work utilizing spreadsheet software to independently track, manage, and present information to stakeholders.
  • Communicating orally and in writing to prepare written reports, analyses and provide recommendations regarding program issues and operations.

Substitution of Education for Experience

One full year of graduate level education at an accredited or pre-accredited college or university.

-OR-

A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership:

  1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (GPA.) - Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Combination of Experience and Education

A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

NOTE: You must submit a copy of your transcripts for review if substituting Education for experience or if combining education and experience. Failure to submit a transcript will result in an ineligibility rating.

You qualify at the GS-09 grade level if you possess one of the following:

Specialized Experience

You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. For this position, specialized experience is defined as:

  • Reviewing Freedom of Information Act (FOIA), regulations, administrative appellate procedures, and general administrative FOIA litigation procedures to assist higher graded specialist with developing responses to issues of access and disclosure.
  • Conducting studies to assist with measuring the efficiency and effectiveness of management and program operations.
  • Conducting work utilizing e-discovery, spreadsheets, and case tracking software to organize cumbersome and voluminous information to support work involving the review and/or reporting of outcomes.
  • Communicating orally and in writing to draft and/or develop reports or present findings.

Substitution of Education for Experience

You may substitute education for experience at this grade level by possessing one of following:

  • Master's or equivalent graduate degree
  • 2 full years of progressively higher-level graduate education leading to such a degree
  • LL.B. or J.D., if related

Combination of Education and Experience

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits).

NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level.
