Job description

Duties
  • You will work to support COMSIXTHFLEET operations, investments and activities and prepare materials to support meetings with Heads of Navy, Fleet Commanders and other Dignitaries, including Ambassadors and Ministers of Defense.
  • You will coordinate and present complex issues of other military and civilian members to the Director of Plans, Engagements, and Assessments.
  • You will think analytically, research broadly, and provide comprehensive policy analysis concerning geopolitical NATO relationships in the U.S. European command.
  • You will prepare papers, action plans, talking points and presentations concerning security cooperation strategy and plans.
  • You will develop key leader engagement strategy and products concerning security cooperation, naval capability development, access, basing and overflight and freedom of maneuver.
  • You will provide analytical, research-driven policy analysis of geopolitical security partnerships and influence within the U.S. African Command theater of operations.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience may include:
1. Managing and developing security cooperation and engagement programs to foster an environment that instills public trust while accomplishing the mission.
2. Coordinating and executing multi-disciplined activities to increase cooperative security efforts with partner nations.
3. Advise on political-military issues and develop supporting material for key leader engagements concerning national security to support organizational objectives with partner nations.
4. Formulates the plan for and manages the execution of Security Cooperation activities in a bi-lateral context to execute among subordinate commands.

Conditions of Employment Cont.
1. Must be able to obtain and maintain a Top Secret / SCI security clearance. Failure to obtain and maintain the required level of clearance may result in removal.
2. Due to the requirement to acquire and maintain a Top-Secret clearance, the incumbent is subject to pre-employment and random drug urinalysis testing while assigned to this position.
3. Overtime, on-call support, and travel (30-90 days annually) may be required in the performance of duties.
4. This position requires satisfactory completion of a pre-employment physical as a condition of employment. Incumbent must therefore meet and maintain requirements specified on OF 178 or equivalent, Certificate of Medical Examination.
5. The incumbent may be required to travel 40% of the time.
6. The employee must be deployable. As situations warrant, employee will be required to perform duties while deployed at sea or remote work locations to support various exercise/operations. Travel in military and/or commercial aircraft to perform temporary duty assignments may be required. Employee
must pass a medical examination and as required, receive immunizations or prophylactic medicine for overseas/deployed locations.
7. This is a Mission Essential Position. A position may be designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, "Defense Continuity Plan Development," dated February 17, 2006, certified as current as of October 29, 2019, and any other component-unique policies or definitions. Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity. Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission. This may require the incumbent to be subject to recall for emergency overtime, work overtime or uncommon tours of duty based on the needs of the organization as directed. This position is not E-E, or Key.
Physical Demands: Work is primarily sedentary in nature, although slight physical effort may be required. Deployment on warships is expected.
Work Environment: Work is performed in areas that are adequately lighted and climate controlled where normal safety precautions for an office are practiced. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms. The dynamic work environment with multiple competing priorities and requirements is stressful and requires resiliency.
