Job summary

The US Naval Intelligence Activity is seeking a Program Analyst within the Hopper Global Communications Center, Contracts & Business Management Division (N8) to analyze procurement milestones from definition through closeout.

Ideal candidates will review technical compliance of service or supply contracts, prepare acquisition packages, and validate vendor invoices while coordinating with Contracting Officers and external vendors to resolve discrepancies.

Qualifications

• At least 1 year of specialized experience at or equivalent to GG/GS-12 level in Federal service or equivalent.
• Experience analyzing procurement milestones from requirement definition to contract closeout.
• Experience performing technical surveillance of contracts for technical compliance.
• Experience developing simplified acquisition packages and monitoring compliance with regulations.
• Experience validating vendor invoices and reconciling billing statements.

Job description

You will serve as a Program Analyst in the Hopper Global Communications Center, Contracts & Business Management Division (N8), Office of Naval Intelligence. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Analyzing and tracking procurement milestones from requirement definition through contract closeout, aligning acquisitions with fiscal year budget allocations;
• Performing technical surveillance of service or supply contracts for technical compliance and reviewing and accepting deliverables;
• Developing and preparing complete simplified acquisition packages while assessing and monitoring compliance with acquisition regulations and best practices;
• Validating vendor invoices, auditing/reconciling billing statements;
• Effectively coordinating with Contracting Officers and external vendors, assisting in resolving technical or contractual discrepancies with Contracting Officers and vendors.
