Job summary

iNovate Solutions is seeking a program analyst to provide support to a large Army program office, with projects in sustainment and some new installations. Responsibilities include interpreting regulations, validating spend plans, evaluating contracts for regulatory compliance, and collaborating with acquisitions to ensure accurate budget data.

Experience in government budgeting and program analysis is required. Masters with 10+ years or Bachelors with 7+ years of experience is required.

Responsibilities

• Interpret policies based on regulations and ethics governing conduct of work.
• Develop, review, and verify spend plan requirements for validity and relevancy.
• Evaluate program policy and ensure contracts conform to Federal regulations.
• Determine contract fiscal and manpower accountability and internal controls.
• Monitor contract expenditures and analyze trends.
• Use analytical methods to conduct program evaluation to improve efficiency.
• Develop methodology for contract resource allocation and funding distribution by program.
• Collaborate with Acquisitions Team to ensure budget data accuracy across functions.
• Provide program/project analysis with direction from POs, APMs, MPSs, and personnel.
• Collaborate on budget management and oversight tasks with capability and Contracts team personnel.
• Provide inputs to develop, maintain, and update manpower data as part of BMD functions.
• Identify cost, schedule and performance tradeoffs and provide leadership with recommendations.
• Support program, budget, or financial tasks as requested by Government.

Job description

Provide program analysis support to alarge Army program office that has many projects nearing, or in, sustainmentsupport and some projects that are new installations. This work may include,but is not limited to, the functions outlined below:

• Interpret policies based on regulations,directives from higher echelon, management principles and ethics governing theconduct of work.
• Develop, review, and verify all spend planrequirements to ensure validity, accuracy, and relevancy.
• Evaluate program policy and ensures that programcontracts conform to all Federal regulations.
• Determine contract fiscal and manpoweraccountability, internal controls, and interrelationships within contractbusiness units.
• Monitor current and projected contractexpenditures and analyzes trends.
• Utilizing various analytical methods to conductprogram evaluation in order to improve efficiency and effectiveness.
• Develop methodology for contract resourceallocation and contract funding distribution profile by program.
• Provide support and collaborate with theAcquisitions Team to ensure accuracy and conformity of budget data acrossfunctions.
• Provide required program/project analysis withdirection from POs, APMs, MPSs, and personnel.
• Collaborate on budget management and oversight(planning and execution) tasks in concert with capability (POs, APMs, etc.) andAcquisition/Contracts team personnel.
• Provide inputs to develop, maintain, and updatemanpower data, as part of BMD functions.
• Identify cost, schedule and performancetradeoffs and provide recommendations to leadership.
• Support Program, Budget, or financial tasks, asrequested by Government.

Requirements:

Masterswith 10+ years of experience or Bachelors with an additional 7 years ofexperience.
