LOCATION OF POSITION: MDH, Office of the Deputy Secretary for Public Health Services, Baltimore, MD 21201

Main Purpose of Job: The main purpose of this position is to serve as the Strategic Initiatives & Engagement Manager in the Office of the Deputy Secretary for Public Health Services at the Maryland Department of Health (MDH). This critical role aligns with MDH’s mission to improve the health and well-being of all Marylanders. The position will be responsible for strategic planning and implementation, state health improvement planning, and other related activities that are foundational to the Department and contribute to the overall public health accreditation process. This position will plan, organize, and direct engagement and outreach efforts to promote these initiatives. The position will promote the work of MDH and Public Health Services (PHS) through regular outreach and engagement and represent MDH as a liaison with other state agencies and key partners. The position convenes Advisory Committees, workgroups, and planning committees and effectively facilitates discussions, exercises, and activities to identify, prioritize, and recommend agency goals, objectives, and strategies. The position will write/develop work plans and timelines that reflect the inputs from the various partners and subsequently write progress and summary reports. The position will also convene groups for the implementation and monitoring of the PHS Strategic Plan, the State Health Improvement Plan, and other related activities. The position will make recommendations concerning new or revised legislation, policies, and guidance that support public health accreditation and a strengthened public health infrastructure.

MINIMUM QUALIFICATIONS:

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years of professional experience in health services, with three years in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities, or Addictions, and three years at the managerial or supervisory level.

Notes:

  1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
  2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS:

  1. Experience convening and facilitating stakeholders and partner groups.
  2. Experience/training in facilitation, with a focus on effective group engagement and meeting management.
