Job summary

GCP Technologies LLC seeks a licensed Professional Engineer (PE) in Texas to oversee, review, approve, and stamp project deliverables, ensuring all designs meet NESC, Texas statutes, and ROW requirements for telecom infrastructure. The PE will take legal responsibility for engineering documents and guide complex permit submissions.

You will coordinate with TxDOT and utilities, lead QA/QC, represent the company in client meetings and industry events, and help identify new business opportunities

Qualifications

  • 5+ years in telecommunications utility or civil engineering
  • Experience with outside plant design, permitting, and construction documentation
  • Active Texas PE license in good standing

Responsibilities

  • Provide technical guidance on permits, crossings, and plan submissions
  • Review relocation plans to coordinate with TxDOT and utilities
  • Ensure telecom designs comply with codes (NESC, state statutes, ROW)
  • Stamp/seal documents as PE of record for construction and permitting
  • Establish QA/QC processes to minimize rework in design and permitting
  • Represent the company in client meetings, industry events, and associations
  • Support proposal development and bid responses with PE oversight
  • Develop relationships with carriers, utility companies, and municipal/DOT contacts

Job description

The Professional Engineer (PE) at GCP is responsible for overseeing, reviewing, approving, and certifying project deliverables in accordance with applicable engineering standards. This includes ensuring structural and technical designs meet all regulatory standards and municipal requirements. The Professional Engineer will be responsible for placing their PE stamp/seal on files for construction and permitting. This role does go beyond traditional plan review, as the Professional Engineer is someone who can also help identify and develop new business opportunities, leveraging industry relationships and technical credibility to expand our client base.

Essential Functions:
  • Provide technical guidance on complex permits, specialized crossings, and plan & profile submission.
  • Review conflict matrix and relocation plans to ensure seamless coordination with TxDOT and other public/private utilities.
  • Guarantee that all proposed telecom infrastructure complies with local, state, and federal codes.
  • Ensure all designs comply with the National Electrical Safety Code (NESC), Texas utility statutes, and local municipal right-of-way (ROW) rules.
  • Assume legal responsibility and responsible charge of engineering documents by applying a TBPELS-issued Professional Engineer stamp/seal.
Quality Control & Collaboration:
  • Establish thorough QA/QC processes for internal design teams to minimize rework and streamline the permitting and design processes.
  • Partner with Managers, OSP Engineering Designers, and Fielders to resolve technical issues during the design phase.
Business Development:
  • Identify and pursue new business opportunities within existing industry networks and relationships.
  • Represent the company in client meetings, industry events, and professional associations.
  • Support proposal development and bid responses with technical credibility and PE oversight.
  • Help cultivate relationships with carriers, utility companies, and municipal/DOT contacts.
Qualifications & Requirements:
  • License: Active, in good standing as a licensed Professional Engineer (PE) in the State of Texas.
  • Experience: 5+ years of experience in telecommunications utility or civil engineering, including familiarity with outside plant design, permitting processes, and construction documentation.
  • Technical Expertise: Proven experience handling utility relocation projects in dense and rural Texas markets.
  • Agency Knowledge: Strong familiarity with TxDOT permitting processes, joint-use pole attachment policies, and Texas municipal ROW permitting.
  • Software Skills: Experience with AutoCAD Civil3D, ArcGIS, or other industry-standard geospatial and design tools.
  • Strong Communication & Interpersonal Skills: Comfortable with engaging clients and partners on the company’s behalf.
  • Industry Knowledge: Strong industry relationships and a record of business development & client relations.
