Production / Manufacturing Engineering Expert

Location: Hybrid (APG - Aberdeen, MD and Remote)
Travel %: Up to 25% / Compensation: 110-175k (DOE)

Summary
T2S Solutions
is seeking to hire a Manufacturing Production Engineering Expert in APG, MD. This role provides technical, manufacturing, acquisition, lifecycle-management, and program-support services for Department of War (DoW), Army, and Defense Logistics Agency (DLA) programs. The contractor supports government-led efforts to design, produce, field, sustain, modernize, reset, recapitalize, rebuild, and improve systems and associated production capabilities.

The successful candidate will bring expertise in manufacturing-system design, production engineering, configuration management, technical-data management, quality assessment, industrial-base development, supply-chain resilience, and manufacturing readiness. The position requires the ability to analyze technical and production risks; develop decision-ready documentation; coordinate across engineering, logistics, acquisition, contracting, suppliers, and program-management stakeholders; and recommend practical actions that improve readiness, affordability, quality, and lifecycle outcomes.

Responsibilities

  • Manufacturing Engineering and Production Support
  • Support development, integration, and improvement of manufacturing systems, production processes, fabrication methods, assembly procedures, and production capabilities.
  • Conduct engineering design studies, analyses, modeling, simulation, and maintainability assessments to evaluate manufacturability, producibility, cost, schedule, quality, and lifecycle performance.
  • Develop or support preparation of high-level and detailed technical specifications, engineering documentation, manufacturing work packages, and production-support materials.
  • Support computer-aided design (CAD), design analysis, simulation, and modeling activities, as required by the task order or program.
  • Assess manufacturing readiness, production capacity, tooling, workforce, facilities, quality systems, and process maturity.
  • Conduct production and quality assessments to identify performance gaps, recurring defects, bottlenecks, nonconformances, and opportunities for improvement.
  • Support reverse-engineering activities, where authorized, to address sustainment, obsolescence, supply disruption, technical-data, and production-readiness requirements.
  • Support manufacturing technology training, technical workshops, and knowledge-transfer activities for government and contractor stakeholders.

Configuration and Technical Data Management

  • Support establishment, maintenance, and control of product technical baselines throughout the system lifecycle.
  • Support configuration management and document-control processes, including management of engineering documentation, technical data packages, drawings, specifications, and records.
  • Analyze and process Engineering Change Proposals (ECPs), Requests for Deviations (RFDs), Requests for Waiver (RFWs), and other technical-change documentation.
  • Support Physical Configuration Audits (PCAs), Configuration Item Verification Reviews (CIVRs), technical data reviews, and related verification activities.
  • Identify configuration-control, technical-data, and documentation risks that could affect production, sustainment, interoperability, safety, cost, schedule, or performance.
  • Support Item Unique Identification (IUID) planning, implementation, tracking, and lifecycle accountability activities.

Acquisition and Contract Production Support

  • Support development of Acquisition Requirements Packages (ARPs), Acquisition Plans (APs), market surveys, Independent Government Estimates (IGEs), Justification and Approval (J&A) documentation, and related acquisition artifacts.
  • Provide technical input to Source Selection Evaluation Plans (SSEPs), proposal evaluations, negotiations support, cost and technical analyses, and production-risk assessments.
  • Support pre-award and post-award surveys to evaluate supplier capabilities, manufacturing capacity, quality controls, production processes, technical resources, and supply-chain considerations.
  • Monitor contractual production performance and provide factual status, technical analysis, quality observations, schedule-risk information, and recommended corrective actions to government representatives.
  • Support Contracting Officer’s Representative (COR) functions when designated by the Government and within the limits of the applicable contract, appointment, and delegation.
  • Support materiel-release planning and coordination activities, including technical and production-readiness considerations.
  • Support engineering and technical-data requirements associated with DLA sustainment and supply support activities.

Lifecycle Sustainment and Modernization

  • Support operation and maintenance activities, including repair, RESET, recapitalization, rebuild, and related depot or field-level sustainment efforts.
  • Conduct analyses to identify opportunities for total ownership-cost reduction, improved reliability and maintainability, reduced lead times, and enhanced lifecycle affordability.
  • Support obsolescence-management efforts, including assessment of diminishing manufacturing sources, material shortages, component availability, alternate sourcing, and mitigation options.
  • Support technology transfer, technology refresh, and technology-insertion initiatives to improve performance, sustainment, production capability, and supply resilience.
  • Assist with Product Baseline/Requirements Baseline-related activities, including PBOM/RBOM data development, review, and maintenance, as applicable to program requirements.
  • Support LMP data-quality reviews and improvement actions, as directed by the Government.

Supply Chain, Industrial Base, and Program Management

  • Support supply-chain management initiatives, including supplier partnerships, supply-network solutions, supplier capability assessments, and supply-chain resilience planning.
  • Conduct industrial-base assessments to identify manufacturing capacity, critical suppliers, single points of failure, production constraints, and opportunities to strengthen domestic or allied production capability.
  • Support industrial-base development initiatives and manufacturing-capacity expansion planning.
  • Provide program and project-management support, including integrated schedules, action tracking, risk management, stakeholder coordination, milestone preparation, and executive-level reporting.
  • Develop technical reports, production-status assessments, briefings, decision papers, plans, and other products to support government program decisions.

Required Qualifications

  • Bachelor’s degree in manufacturing engineering, industrial engineering, mechanical engineering, systems engineering, materials engineering, operations management, or a related technical discipline. Relevant additional experience may be considered in lieu of a degree where permitted by contract requirements.
  • 5-10+ years of progressively responsible experience in manufacturing engineering, production engineering, systems engineering, defense sustainment, configuration management, or acquisition support.
  • Demonstrated experience in manufacturing process development, production oversight, quality assessment, technical-data management, or industrial-base and supply-chain analysis.
  • Working knowledge of configuration management, technical baselines, engineering changes, technical data packages, and product verification activities.
  • Experience supporting federal or DoW/Army acquisition, contracting, logistics, production, or sustainment activities.
  • Ability to conduct technical, cost, schedule, quality, manufacturing-readiness, and feasibility analyses.
  • Experience preparing professional technical documentation, reports, acquisition-support materials, briefings, plans, and decision-support products.
  • Strong oral and written communication, analytical, organizational, and stakeholder-coordination skills.
  • Proficiency with Microsoft Office applications and familiarity with engineering, configuration-management, product-lifecycle-management, or enterprise-resource-planning tools relevant to assigned duties.
  • Ability to work independently and collaboratively in a multidisciplinary government-contractor environment.

Preferred Qualifications

  • Master’s degree in manufacturing engineering, industrial engineering, systems engineering, engineering management, acquisition management, logistics, or a related field.
  • Professional certification in manufacturing, quality, project management, systems engineering, acquisition, logistics, or configuration management. Examples may include Certified Manufacturing Engineer, Certified Quality Engineer, Project Management Professional, Certified Systems Engineering Professional, or comparable credentials.
  • Experience supporting Army, DoW, DLA, program executive office, lifecycle management command, depot, arsenal, or major defense acquisition programs.
  • Experience with production readiness reviews, manufacturing readiness assessments, quality management systems, process improvement, and production-capacity planning.
  • Experience supporting ECPs, RFDs, RFWs, PCAs, CIVRs, technical-data reviews, and configuration audits.
  • Knowledge of IUID, obsolescence management, diminishing manufacturing sources and material shortages, reverse engineering, and technical-data rights considerations.
  • Experience with depot maintenance, repair, RESET, recapitalization, rebuild, or lifecycle-sustainment programs.
  • Experience conducting supplier assessments, pre-award/post-award surveys, supply-chain risk assessments, and industrial-base analyses.
  • Familiarity with CAD, simulation, digital engineering, manufacturing execution systems, or product lifecycle management tools.
