Keystone Cement Company is seeking an experienced Production Manager to lead the day-to-day production operations of its cement manufacturing facility in Bath, Pennsylvania. Reporting directly to the Plant Manager, the Production Manager is a key member of the plant leadership team and is responsible for ensuring the safe, reliable, efficient, and environmentally compliant operation of the plant’s production processes.
About the Role
This role provides leadership across the production organization, with responsibility for operating performance, workforce effectiveness, process stability, production planning, and continuous improvement. The Production Manager will work closely with Maintenance, Reliability, Quality, Quarry, Environmental, and other plant and corporate functions to maximize equipment availability, production throughput, product quality, and overall plant performance. The successful candidate will be a visible, hands-on leader who is comfortable operating in a heavy industrial environment and capable of developing people, strengthening operating discipline, and driving sustainable improvements in plant performance.
Responsibilities
- Lead the safe and effective operation of the plant’s cement manufacturing processes, including raw material handling, raw milling, pyroprocessing, clinker production, cement grinding, storage, and related production systems.
- Provide direct leadership and accountability for the production organization, including supervisors, control room personnel, and operating teams.
- Establish clear expectations for safety, environmental compliance, operating discipline, housekeeping, and production performance.
- Ensure production activities are conducted in accordance with company safety standards, MSHA requirements, environmental permits, operating procedures, and applicable regulatory requirements.
- Develop and execute production plans to meet business requirements for clinker and cement while balancing equipment capabilities, inventory levels, maintenance needs, quality requirements, and customer demand.
- Monitor and improve key operating metrics, including production rates, equipment utilization, kiln stability, fuel and power consumption, process efficiency, quality performance, and operating costs.
- Maintain a strong presence in the field, routinely engaging with supervisors and employees to identify operating issues, reinforce standards, and drive accountability.
- Partner closely with Maintenance and Reliability leadership to identify equipment concerns, establish operating priorities, coordinate planned maintenance, and improve overall equipment reliability.
- Support the planning and execution of major plant outages, shutdowns, and maintenance activities, ensuring effective coordination between Production and Maintenance.
- Partner with Quality and Technical teams to maintain consistent product quality and optimize plant processes.
- Lead structured troubleshooting and root-cause analysis of production losses, process instability, equipment issues, and recurring operating problems.
- Drive continuous improvement initiatives focused on throughput, process stability, energy efficiency, alternative fuel utilization, cost reduction, and operational excellence.
- Develop and maintain effective standard operating procedures and ensure consistent adherence to established operating practices.
- Build the capability of the production team through coaching, training, performance management, succession planning, and development of frontline leadership.
- Promote strong communication and coordination across shifts and departments to ensure operating priorities, equipment conditions, and production plans are clearly understood.
- Support plant budgeting, forecasting, cost control, capital planning, and identification of operational improvement opportunities.
- Serve as a key member of the plant leadership team and support the Plant Manager in establishing priorities, improving overall plant performance, and building a high-performance culture.
Qualifications
- Bachelor’s degree in Engineering, Manufacturing, Operations Management, or a related technical discipline preferred.
- Significant progressive experience in cement manufacturing or a comparable continuous-process, heavy industrial environment.
- Strong knowledge of cement manufacturing processes, ideally including kiln operations, raw milling, finish grinding, material handling, and process control.
- Previous leadership experience managing production teams, supervisors, and/or shift operations.
- Demonstrated ability to improve safety, production efficiency, process stability, equipment performance, and operating discipline.
- Strong understanding of the relationship between Production, Maintenance, Reliability, Quality, and Environmental functions in a continuous manufacturing operation.
- Experience with continuous improvement, root-cause analysis, and data-driven performance management.
- Strong leadership, communication, problem-solving, and decision-making capabilities.
- Ability to effectively lead in a unionized manufacturing environment is preferred.
- Working knowledge of MSHA requirements and cement industry safety practices preferred.

The Production Manager must be a highly visible and engaged operations leader who combines strong technical knowledge with effective people leadership. The successful candidate will set high standards, hold the organization accountable for results, and build strong working relationships across functions. This individual should be equally comfortable reviewing plant performance data, troubleshooting operational issues with technical teams, and spending time in the field with frontline employees. The role requires a leader who can balance immediate production demands with the longer-term objective of creating a safer, more reliable, disciplined, and consistently high-performing cement operation.
