Job summary

Leidos is seeking a senior Product Manager to lead the Cloud One ACSS program at the government cloud level. You will translate mission needs into a clear roadmap, prioritize initiatives, and coordinate across Product Owners, technical leads, and stakeholders to deliver capabilities aligned with Government priorities.

Leidos has an opportunity for a senior ProductManager supporting our Air ForceCloud One Architectureand Common Shared Services (ACSS) contract. The ACSS Product Manageroperates at the program / capability levelwithin the Agile construct. This role directly supports the Government Cloud One PMby translating mission needs, customer priorities, operational pain points, and strategic objectives into a clear roadmap, program backlog, and prioritized set of initiatives, epics, and features.

The Product Manager is responsible for ensuring the program is building the right capabilities, in the right order, for the right mission outcomes. They work across Product Owners, technical leads, business owners, stakeholders, and external partner teams to align priorities, manage dependencies, prepare work for execution, and ensure delivered capabilities meet the intent of the Government and the needs of Cloud One users.

Because this role supports the Government PM, the Product Manager should recommend, coordinate, and manage execution alignment, while ensuring final prioritization and direction remain with the Government.

The Cloud One ACSS Product Manager is responsible for managing the program-level product roadmap and backlog in support of the Government Cloud One PM. The Product Manager coordinates across Product Owners, technical teams, business owners, and stakeholders to translate Cloud One priorities into executable initiatives, epics, and features. This role ensures work is aligned to mission value, properly sequenced, ready for PI planning, and traceable from stakeholder need through delivery and validation.

The Product Manager does not replace Product Owners or Scrum Masters. Product Owners manage team-level backlogs and story execution, while Scrum Masters facilitate Agile execution and remove impediments. The Product Manager provides the program-level connective tissue that aligns strategy, priorities, dependencies, and outcomes across the broader ACSS delivery organization.

Primary Responsibilities:
  • Maintain the ACSS product vision and roadmapin coordination with the Government PM, Technical Director, Product Owners, and key stakeholders.
  • Manage the program-level backlog, including initiatives, epics, priorities, dependencies, target dates, and delivery status.
  • Translate Government priorities into executable work, ensuring initiatives and epics are clearly defined, scoped, sequenced, and aligned to mission value.
  • Coordinate across Product Owners, helping ensure team-level backlogs align to the broader ACSS roadmap and program priorities.
  • Support prioritization decisionsusing value, urgency, dependency, risk, capacity, and funding considerations, including WSJF where appropriate.
  • Drive PI planning and planning readiness, including roadmap review, priority alignment, dependency identification, and preparation of top initiatives for execution.
  • Validate that delivered capabilities meet intent, participating in demos, reviews, and stakeholder feedback sessions to determine whether outcomes satisfy the need.
  • Maintain visibility of cross-team dependencies and blockers, ensuring actions are assigned, tracked, and driven to closure.
  • Coordinate with Business Owners, Government stakeholders, and external partnersto ensure alignment on expected outcomes, schedule impacts, and delivery priorities.
  • Run Product Management and PO sync meetings, using those forums to maintain roadmap alignment, resolve priority conflicts, and surface decisions needed from the Government PM.
Basic Qualifications:
  • Bachelor’s degree and 8+ years of relevant experience, or equivalent combination of education and experience, including experience supporting complex technical, cloud, software, or IT programs.
  • 5+ years of Program or Product Management, Product Ownership, or equivalent Agile leadership experiencemanaging capabilities across multiple delivery teams.
  • Strong written and verbal communication skills, with demonstrated ability to communicate effectively with Government customers, technical teams, and senior leadership.
  • Demonstrated experience developing and maintaining product roadmaps and program-level backlogs, including initiatives, epics, features, priorities, dependencies, and delivery milestones.
  • Experience translating customer, mission, and stakeholder needs into prioritized and executable technical work.
  • Demonstrated experience working across Product Owners, engineering teams, technical leadership, business owners, and senior stakeholdersto align priorities and delivery outcomes.
  • Working knowledge of Agile and scaled Agile practices, including PI planning, backlog refinement, prioritization, dependency management, demonstrations/reviews, and iterative delivery.
  • Experience preparing initiatives, epics, and features for execution, including defining business/mission value, desired outcomes, scope, acceptance criteria, dependencies, and measures of success.
  • Experience facilitating cross-team planning and prioritizationand identifying decisions, risks, dependencies, and blockers requiring leadership attention.
  • Ability to evaluate competing priorities using factors such as mission value, urgency, risk, dependencies, capacity, schedule, and funding.
  • Ability to operate effectively in an environment where the Product Manager develops recommendations and drives alignment while Government leadership retains final prioritization and decision authority.
  • Must have an active Secret Clearance.
Preferred Qualifications:
  • Experience supporting DoD, Department of the Air Force, or other Federal Governmentsoftware, cloud, or digital modernization programs.
  • Experience managing products or capabilities in AWS, Microsoft Azure, or other enterprise cloud environments.
  • Experience with DevSecOps, CI/CD, Infrastructure as Code, cloud security, platform engineering, or enterprise cloud operations.
  • Experience applying SAFe or comparable scaled Agile frameworksin a multi-team environment.
  • Experience using WSJF or similar economic prioritization methodsto support program-level decision-making.
  • Experience with Gitlab Project Management,Jira, Jira Align, Confluence, or comparable Agile/product management tooling.
  • Experience developing and facilitating PI Planning, roadmap reviews, Product Management/PO synchronization, and executive-level product reviews.
  • Demonstrated ability to establish traceability from stakeholder or mission need through initiative, epic, feature, delivery, and outcome validation.
  • Experience defining and using product metrics, KPIs, OKRs, or other outcome-based measuresto evaluate whether delivered capabilities achieved their intended value.
  • Product Management or Agile certification such as SAFe Product Manager/Product Owner, CSPO, PSPO, PMP/PMI-ACP, or equivalent.
  • Relevant cloud certification from AWS, Microsoft Azure, or comparable provider.
