Job summary

Leidos is seeking an ART Product Manager to lead a 110-person Agile Release Train within the Air Traffic Business Area, owning the program backlog and defining features aligned to the vision. Qualifications

  • Bachelor's degree (or equivalent experience).
  • 12+ years of related experience or 10+ years with a Master's degree.
  • Product management experience in software-intensive organizations.
  • SAFe Product Owner/Product Manager (POPM) certification or equivalent Agile credential.
  • Experience owning a Program Backlog and serving as content authority for PI Planning in SAFe environments.
  • Feature definition, prioritization, and decomposition for complex technical products at enterprise scale.
  • Stakeholder management across executive, technical, and customer audiences with competing priorities.
  • Translate strategic vision and roadmaps into executable feature delivery plans.
  • Strong understanding of Agile delivery mechanics including velocity and capacity planning.
  • Data-driven decision-making using product metrics and customer feedback loops.
  • Collaboration with engineering teams, systems engineers, and architects on feasibility and trade-offs.
  • Capability sequencing and dependency management in system modernization programs.
  • Legacy-to-modern transition planning including parallel operations and cutover strategies.
  • Ability to obtain and maintain a Public Trust
  • US citizenship is required

Responsibilities

  • Own the Program Backlog for the ART; define, prioritize, and sequence Features aligned to program vision and customer needs.
  • Decide which Features enter each Program Increment based on priorities and capacity.
  • Decompose Features into user stories with clear acceptance criteria.
  • Translate program-level capability roadmap into ART-specific delivery plans with milestones.
  • Define Feature acceptance criteria and demonstrate fitness for purpose via reviews.
  • Manage ART-level stakeholders including customers, business leadership, and engineering teams.
  • Coordinate with peer ART Product Managers and Chief Product Manager on cross-ART dependencies.
  • Drive feature prioritization using data-informed decisions balancing value, feasibility, and risk.
  • Participate in Solution-level planning and coordinate ART contributions to program capabilities.
  • Maintain ART-level product metrics such as feature throughput and value delivery.
  • Sequence modernization feature delivery prioritizing capabilities with maximum mission value.
  • Manage dependencies between legacy decommissioning and modernized services.
  • Define modernization priorities across distributed sites and deployment constraints.
  • Coordinate with systems engineering to ensure alignment with activation schedules and gates.
  • Champion an AI-first engineering culture and apply AI-enabled practices to improve delivery quality.

Description

Leidos is seeking an ART Product Manager to join the Air Traffic Business Area within the Homeland Sector, supporting the development of the Leidos Common Automation Platform (L-CAP). L-CAP is a mission-critical, future-ready automation platform built on a hybrid cloud data mesh architecture, enabling next-generation air traffic management capabilities. As the Product Manager for an Agile Release Train of approximately 110 personnel, you will own the Program Backlog, define and prioritize Features, and serve as the content authority for PI Planning - reporting to the Chief Product Manager. You will work within one of four ARTs (Flight & Surveillance, Safety & Decision, Controller Experience, or Enterprise Platform), translating program vision into actionable delivery for your train. We are building with an AI-first engineering mindset, embracing emerging AI capabilities and modern development practices to accelerate delivery, improve software quality, and continuously evolve how we design and build mission-critical systems. This position supports government programs and requires the ability to obtain andmaintaina favorable Public Trust investigation.

This role is part of a growing program, and hiring will depend on available funding. We review applications on a rolling basis, but the timeline for interviews and offers may vary. In some cases, we may extendcontingent offersthat become active once funding is confirmed.

This position is located inGaithersburg, MD; Egg Harbor Township, NJ; or Eagan, MN. This is an opportunity to contribute to projects that impact millions of air travelers.

This is a hybrid position requiring 3 days onsite and 2 days remote work. Candidates should reside a commutable distance to one of the above locations.

WhatYou'llDo:
  • Own the Program Backlog for the ART - define, prioritize, and sequence Features aligned to program vision and customer needs

  • Serve as content authority for PI Planning - decide which Features enter each Program Increment based on strategic priorities and capacity

  • Work with Product Owners to decompose Features into user stories, ensuring clarity, testability, and alignment with acceptance criteria

  • Translate the program-level capability roadmap into ART-specific feature delivery plans with clear dependencies and milestones

  • Define Feature acceptance criteria andvalidatefitness for purpose through demonstration and stakeholder review

  • Manage ART-level stakeholders including customer representatives, business leadership, and engineering teams

  • Coordinate with peer ART Product Managers and the Chief Product Manager on cross-ART feature dependencies and sequencing

  • Drive feature prioritization using data-informed decision frameworks balancing customer value, technical feasibility, and risk

  • Participate in Solution-level planning and coordinate ART contributions to program-level capabilities

  • Maintain ART-level product metrics including feature throughput, acceptance rates, and value delivery indicators

  • Sequence modernization feature delivery within the ART prioritizing capabilities that maximize operational mission value while managing transition risk

  • Manage dependencies between legacy system decommissioning and modernized service activation within ART scope ensuring continuous operational capability

  • Define ART-level modernization priorities based on operational need, technical readiness, and deployment constraints across distributed sites

  • Coordinate with systems engineering and deployment teams to ensure feature delivery aligns with site activation schedules and operational readiness gates

  • Champion an AI-first engineering culture byidentifyingand applying AI-assisted development capabilities, automation, and emerging software engineering practices that improve developer productivity, code quality, testing, and delivery.

Core Technical Qualifications
  • Bachelor's degree (or equivalent experience)

  • 12+ years of related experience or 10+ years of experience with a Master's degree

  • Product management experience in software-intensive organizations

  • SAFeProduct Owner/Product Manager (POPM) certification or equivalent Agile product management credential

  • Demonstrated experience owning a Program Backlog and serving as content authority for PI Planning inSAFeenvironments

  • Effective collaboration with engineering teams, systems engineers, and architects on technical feasibility and trade-offs

  • Experience with capability sequencing and dependency management in system modernization programs

  • Ability to obtain and maintain a Public Trust

  • US citizenship is required

  • Successful completion of any required government background investigations

Preferred / Desired Qualifications
  • Aviation, FAA, or air traffic management domain experience

  • Product management for safety-critical or mission-critical systems

  • Experience in largeSAFeorganizations with multiple ARTs (Solution Train or portfolio level)

  • Technical background providing fluency in software architecture, APIs, and platform concepts

  • Experience managing product delivery in programs replacing operational legacy systems with modernized capabilities

  • Government program product management experience including compliance-aware backlog governance

  • Familiarity with operational ATC workflows and air traffic controller needs

  • Design thinking and user-centered product development practices in regulated environments

Pay and Benefits

Pay Range $131,300.00 - $237,350.00
