Job summary

Honolulu Authority for Rapid Transportation (HART) is seeking a Procurement and Specifications Specialist II to support the Procurement and Contracts Section. The role focuses on developing specifications, preparing solicitations, and assisting with purchasing activities for a range of goods and services with increasing independence over time.

As an advanced trainee, you will work with senior procurement staff and contribute to informal and formal bids, vendor communications, and process

Qualifications

• Bachelor's degree or equivalent in business/public administration, marketing, economics or related field with six months of technical purchasing experience.
• Ability to evaluate commodities and services; develop specs; review market conditions; write reports.

Responsibilities

• Draft routine procurement specifications and assist with higher‑value/technical items under supervision.
• Prepare bid documents for non‑complex procurements; analyze results and justify awards.
• Issue purchase orders and respond to vendor inquiries professionally.
• Gather facts on vendor performance and propose actions, including liquidated damages if needed.
• Research suppliers, interview vendors, assess reliability and qualifications.
• Stay current on new commodities, services, and purchasing techniques.
• Explain procedures, laws, and internal policies to staff, consultants, and vendors.
