Job summary

Network Rail Consulting in New York seeks an experienced rail procurement/contracts specialist to support client projects in the transportation sector. You will deliver procurement documents, SOWs, and contract terms within an integrated team, ensuring technical alignment with client needs.

You will prepare RFPs/RFQs, manage requirements across departments, and ensure compliance with procurement guidelines, while coordinating with engineering and program teams.

Qualifications

  • Bachelor’s degree in Business, Public Administration, Engineering, Legal Studies or related field.
  • Experience supporting infrastructure, transportation, rail, or signaling/CBTC projects.
  • Exposure to multi-contract program structures with design-build or systems supplier procurement.
  • Familiarity with technical specifications and modernization program documentation.
  • Ability to interpret complex CBTC/rail system requirements.
  • Strong writing, document control, and interdepartmental coordination.

Responsibilities

  • Develop contracting strategies for program delivery and multi-project packaging.
  • Assemble design-build contract packages across multiple subway lines.
  • Coordinate with engineering to reflect technical scopes and interfaces.
  • Draft procurement documents, scopes of work, specs, and evaluation criteria.
  • Prepare RFPs/RFQs and solicitation materials per client guidelines.
  • Track procurement activities and ensure deadlines and compliance.

The opportunity with NRC

Building on our continued success, we are looking for an experienced rail professional to join our team as a Procurement/Contracts Specialist in New York.

You will provide support to our clients as a procurement support specialist. You will work as part of an Integrated team to deliver a rail system which meets the business requirements established by the client.

Key Accountabilities
  • Support development of contracting strategies for program delivery, aligning packaging with multi‑project, multi‑option structures.
  • Assist in assembling design‑build contract packages that reflect the program structure across multiple subway lines.
  • Coordinate with engineering teams to ensure contract packages accurately reflect technical scopes and interface requirements.
  • Gather, consolidate, and maintain requirements from multiple departments and Stakeholders.
  • Ensure updates to core technical specifications, requirements and interoperable interface specifications are captured in contract documents.
  • Undertake reviews and prepare updates to existing project requirements and design criteria.
  • Ensure requirements are enforceable, compliant, and consistent across contract sections.
  • Draft and edit procurement documents, including Scopes of Work (SOWs), technical specifications, instructions to proposers, evaluation criteria, and contract terms.
  • Assist in preparing RFPs, RFQs, and solicitation materials in accordance with client procurement guidelines.
  • Ensure documentation complies with client standard procurement processes, including vendor registration, pre‑bid procedures, and solicitation requirements.
  • Support preparation of procurement addenda, clarifications, and responses to vendor inquiries.
  • Coordinate with the client organization during procurement workflow activities.
  • Track procurement activities, ensuring deadlines, submission requirements, and compliance documents are completed.
  • Ensure all procurement documentation adheres to client procurement guidelines and contracting requirements.
  • Assist in assembling documentation for audits, committees, and reporting.
  • Serve as liaison to ensure procurement documents accurately reflect technical intent and legal requirements.
  • Capture and communicate changes in program needs, schedule shifts, and technical requirement updates as part of procurement workflow.
  • Provide updates on procurement progress, timelines, risks, and document status to Program Controls and Program Leadership.
  • Support preparation of procurement summaries and status reports used for briefings.
  • Develop procurement dependency plans, and provide input into procurement schedules.
  • Track procurement milestones and contract award timelines to ensure alignment with CBTC program schedules.
Experience, skills, knowledge and competencies
  • A Bachelor’s degree in Business, Public Administration, Engineering, Legal Studies, or related subject.
  • Experience supporting infrastructure, transportation, rail, or signaling/CBTC projects.
  • Exposure to multi‑contract program structures involving design‑build or systems supplier procurement.
  • Familiarity with technical specifications and modernization program documentation.
  • Ability to interpret technical requirements related to complex systems such as CBTC, signaling, communications, or transportation technology.
  • Strong writing, document control, and interdepartmental coordination skills.
  • Ability to support RFP/RFQ preparation and manage requirements tied to large capital construction and rail systems programs.
