  • A bachelor's degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
  • An advanced degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

Responsibilities

  • Purchases of equipment, supplies and services through encumbrance processes.
  • Prepare bid specifications to meet bid requirements.
  • Determine award of bids to lowest responsible and responsive vendor.
  • Serve as liaison between agency and vendors regarding delivery, quality and order changes.
  • Train hospital departments in online requisitioning in PeopleSoft.
  • Provide training and guidance on procurement laws, policies and procedures.
  • Assist agency accounting and receiving personnel with vendor issues.
  • Participate in audits of purchasing records for compliance.
  • Attend trainings and in-service mandatory courses as required.
  • Order all office supplies for Purchasing Department.
  • Perform duties to ensure department is covered.

About This Job

Lallie Kemp Regional Medical Center is seeking a Procurement Specialist to join our team! Lallie Kemp Regional Medical Center is a 24-bed acute care critical access hospital serving the Florida Parishes region of Southeast Louisiana. We offer a wide range of services including general surgery and a 24-hour emergency department. At Lallie Kemp Regional Medical Center, we are able to bring you a wide range of services close to home, provided by a network of board-certified physicians.

Position Overview

This position is responsible for the direction, coordination and functions of the Purchasing Department at Lallie Kemp Regional Medical Center.

Minimum Qualifications
  • Six years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
  • Six years of full-time work experience in any field plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
  • A bachelor's degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
  • An advanced degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
  • Responsible for purchases of equipment, supplies and services through appropriate encumbrance processes.
  • Preparation of any bid specifications regarding price, delivery, selection, terms and conditions to ensure bid requirements and criteria are met.
  • Determines award of bids to lowest responsible and responsive vendor whose bids meet requirements.
  • Serve as liaison between agency and vendors via written and verbal communication regarding delivery, quality, quantity and order changes.
  • Duties include the training of Lallie Kemp Medical Center's departments in online requisitioning in PeopleSoft.
  • Provides hospital training and guidance in routine problem resolution and explanation of current procurement laws, policies and procedures.
  • Assist agency accounting personnel and receiving personnel with problems that may arise between agency and vendor.
  • Participates in periodic audits of the hospital to review purchasing records to determine compliance with laws, rules, regulations, policies, standards and procedures.
  • Participate in workshops and seminars offered by State Agencies, vendors and agency personnel to include attending Educational In-Service Mandatory training and Annual Review as required by hospital policy and procedure or deemed necessary by supervisor.
  • Order all office supplies for Purchasing Department.
  • Also, performs duties as deemed necessary to ensure department is covered.
