Job summary

The Maryland Military Department seeks a Procurement Officer I to manage procurements and contract administration under the State Finance and Procurement Articles and COMAR. Based at Fifth Regiment Armory, Baltimore, the role conducts market research, prepares solicitations, negotiates, and processes CPC requisitions to ensure compliant, timely procurements.

The position offers a compressed Tue–Fri schedule (6:30 a.m.–5:00 p.m.) with free parking and opportunities to advance in government

Qualifications

• Six years of experience, two years in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
• Notes: substitution options for certifications or degree may apply as described in the posting.
• Candidates may substitute additional graduate education or military service experience per policy.

Responsibilities

• Procure all commodities, equipment, and services for the Agency.
• Develop and prepare solicitations to be advertised, conduct pre-bid/proposals, site visits, and conferences on advertised solicitations.
• Prepares and issues meeting summaries and addenda.
• Conducts market research for specification development, pricing, resources, and alternative solutions for requests.
• Process CPC requisitions and reconcile monthly statements in accordance with policy.
• Make determinations per COMAR requirements (sole source, emergencies, bid rejection).
• Oversee full procurement and contract management life cycle for high-quality services.
• Establishs and tracks data collection methods and analyzes contracts.
