Procurement Manager -Roofing

Description

Responsible for developing and maintaining quality standards, inspecting projects, identifying problems, and working with Cotton PM’s, subcontractors, and leadership to make sure work is completed correctly and meets company and customer expectations.

This is a hands‑on position that will spend significant time in the field. The Quality Assurance Manager needs to understand how construction and roofing projects are built and be able to recognize problems before they result in rework, callbacks, warranty claims, or dissatisfied customers.

The position will work closely with operations, estimating, project management, safety, and executive leadership to establish consistent quality expectations across the company.

What You’ll Do

Quality Management

• Develop and maintain quality standards for roofing, restoration, and construction work.
• Establish consistent inspection procedures and documentation requirements.
• Conduct regular project inspections throughout the course of construction.
• Identify deficiencies and work with the project team to correct them.
• Verify that work is being completed according to the approved scope, specifications, manufacturer requirements, and company standards.
• Track recurring quality issues and develop plans to prevent them from happening again.
• Help establish quality expectations for both employees and subcontractors.
• Maintain records of inspections, deficiencies, corrective actions, and final approvals.

Field Inspections

• Perform regular field inspections on active projects.
• Inspect critical phases of work before they are covered or become difficult to correct.
• Review roofing installations, waterproofing, flashing, drainage, penetrations, transitions, and other critical building-envelope details.
• Verify that materials and installation methods are consistent with project requirements.
• Identify workmanship issues and communicate them to the appropriate project leadership.
• Conduct final inspections prior to project closeout.
• Assist with inspections of completed work when customer or manufacturer approval is required.
• Travel to project locations as needed.

Roofing & Building Envelope

• Maintain a strong working knowledge of commercial roofing systems and installation practices.
• Understand the requirements associated with TPO, PVC, EPDM, modified bitumen, built‑up roofing, coatings, metal roofing, and related systems.
• Understand waterproofing and building-envelope details that can affect roof performance.
• Pay particular attention to transitions, penetrations, curbs, drains, edge metal, flashing, seams, terminations, and other areas where failures commonly occur.
• Help ensure roofing and waterproofing systems are installed in accordance with manufacturer requirements and project specifications.
• Work with project teams to identify potential water‑intrusion issues before they become failures.

Project Documentation

• Establish consistent documentation requirements for quality inspections.
• Maintain inspection reports, photographs, deficiency lists, and corrective‑action records.
• Review project documentation for completeness and accuracy.
• Ensure deficiencies are properly documented and tracked through resolution.
• Assist with maintaining documentation required for manufacturer warranties and project closeout.
• Develop reporting that allows management to see quality trends across projects and locations.

Corrective Action

• Identify the cause of recurring quality problems rather than simply correcting individual deficiencies.
• Work with operations to develop corrective‑action plans.
• Follow up to verify that corrective actions have been completed.
• Track recurring issues by project, crew, subcontractor, location, or type of work.
• Recommend changes to installation procedures, training, materials, or subcontractor requirements when appropriate.
• Communicate significant quality concerns to leadership.

Subcontractor Quality

• Assist with establishing quality standards for subcontractors.
• Participate in subcontractor qualification and performance reviews.
• Inspect subcontractor work and document deficiencies.
• Monitor repeat quality issues and communicate concerns to operations and leadership.
• Help establish corrective‑action requirements for subcontractors who do not meet company standards.
• Provide input regarding subcontractor performance when decisions are made about future work.

Training & Development

• Work with operations to identify common quality problems.
• Help train project managers on quality requirements.
• Provide feedback to sub crews in the field.
• Develop lessons learned from completed projects and share them with the organization.
• Help establish quality checklists and procedures that can be used consistently across the company.

Operations Support

• Work closely with PM’s rather than operating as a separate inspection department.
• Assist with resolving customer quality concerns.
• Participate in pre‑construction and pre‑installation meetings on larger or more complex projects.
• Review plans, specifications, and project requirements when needed.
• Help identify potential quality risks before construction begins.
• Support operations during major projects, difficult repairs, and unusual building-envelope conditions.

Customer & Warranty Support

• Assist with investigating customer complaints, leaks, failures, and warranty issues.
• Participate in site investigations when quality or workmanship is questioned.
• Help determine whether issues are related to installation, materials, design, existing conditions, or other factors.
• Work with manufacturers and vendors when technical assistance is required.
• Assist with warranty claims and documentation.
• Help resolve problems quickly while protecting the company’s interests and reputation.
